  That each province's provincial championships and provincial team trials for World Federation are the property of the provincial association.

  Nancy Beachin moved that "spot tape" may be used on batons for Compulsories and Freestyle. Spot tape may be applied to any part of the shaft of the baton but must be only one colour as per the WBTF ruling.

  Nancy Beachin moved that WBTF Teams declare a maximum of 11 members in all (9 members and 2 alternates) of their team by their Provincial Team Trials. Within the 11 membership you must compete at the Provincials, Regionals, Nationals and Worlds. If not abided by at the Provincial, Regional or National level a 40 point penalty will be assessed. From Canadians to World Championships, if not abided by, the alternate team would be sent to Worlds.

Betty Infilise moved that at Canadian Freestyle competition, only the registered coaches and authorized competition personnel may stand with the athletes*. No spectators/athletes may enter the competition floor.

  Myra Kirk moved that, if there are more than five athletes in the Level A Provincial, Regional and National Freestyle Team Trials Division, two rounds must be run. First Round being an elimination round as well as establishing the order of appearance for the 7 finalists. Procedure of "order of appearance" as established at the 1989 FTM - Motions #31, 32 and 33. If there are more than fifteen athletes, 3 rounds must be run in which 7 athletes will be chosen and the 2nd and 3rd round Freestyle scores are averaged and combined with the Compulsory score for final placement.

  Tim King moved that the WBTF scoring method (flashcard scoring) be employed for the 1990 Canadian Team Trials, in particular World Team competition. It is further understood that for the team event, this is not the official score as penalties must be deducted from the scores shown by the team trial judges.

  Tina Larson moved that, to the best of its ability, the CBTF will not allow more than one Provincial Team Trial on any given weekend.

 

MAY 1994 SPECIAL TECH MTG MOTION #4 (RATIFIED - 94 SBM)
  Linda Boyd moved that the 40 point penalty for not abiding by the motion made at the 1989 CBTF Fall Technical Meting that clarifies a maximum of eleven members (9 members and 2 alternates) be declared by provincial team trial date, be assessed as follows: Forty (40) points be deducted from the Gross Total Points prior to averaging scores and deducting twirling penalties.

Leisha Strachan moved to accept Recommendation #2 as amended from the 1994 Fall Technical Meeting regarding Awards for Level A Canadian Team Trials Top Fifteen finalists:

Betty Davis moved that, in order to ensure that there is only one provincial team trial held on a given weekend, the following method be used so that fair procedures are used:

  1. Each provincial head must submit, in writing, to the CBTF Sanction Officer, the dates they wish to hold their provincial team trials and their provincial championships for the next calendar year. These dates must be received thirty (30) days prior to the CBTF Summer Board Meeting.
  2. The CBTF Sanction Officer will coordinate the dates with the provincial heads and be prepared to present a list of dates at the Summer Board Meeting.
  3. Problems should be resolved at the Summer Board Meeting thereby allowing each provincial head to return to his/her province with an accurate listing of competition dates for the next year.

 

1995 FTM MOTION #4 (AMENDED & RATIFIED - 94 FBM - MOTION #27)
  That costume inspections for Freestyle, Pairs and Teams at Provincial Team Trials and Canadian Team Trials must be done a minimum of ½ hour prior to music tests. Costume inspections to be held in another area other than the main competition floor space. A knowledgeable volunteer (WBTF Costume Inspector) should be in charge of this task. All other WBTF Costume Inspection rules will be enforced.

 

1995 FTM MOTION #21 (AMENDED & RATIFIED - 94 FBM - MOTION #32)
  That Level B Freestyle (individual), Level B WBTF Teams and Level B Pairs be recognized as CBTF Major Events following current WBTF/CBTF rules and regulations. These events to be offered only up to a provincial competition level. Level B compulsories to be performed by the individual Level B athletes.

Tim King moved that, for CBTF National Team Trials, the number of Pairs and Teams that qualify for the Final Rounds based on the number of competitors, will be as follows:

3-7 Pairs/Teams: 3 to Finals
8-9 Pairs/Teams: 4 to Finals
10-11 Pairs/Teams: 5 to Finals
12 or more Pairs/Teams: 6 to Finals

  Brenda Hall proposed that a province with a small number of team trial entries be permitted to request permission from the CBTF Technical Chairperson to hire a reduced number of judges for their Provincial Team Trials. This request must be in writing and received well in advance of the team trial date.

  Elan Paluck moved that a minimum of two (2) rounds be run for all Team Trial events at Nationals.

Brenda Hall proposed that, if two rounds are offered for Level A Pair and Team divisions at a Provincial Team Trial, the number of Pairs and Teams that will qualify for the Final Round will be as follows (based on the number of competitors):

1-4 Pairs/Teams: all to Finals
5-9 Pairs/Teams: 5 to Finals
10 or more Pairs/Teams: 6 to Finals

  Elan Paluck proposed that each province that had one or more athletes in the Top Six Junior and Senior Men and Women's divisions at Canadian Team Trials of the previous year, will retain an extra berth for each of the Top Six placings for the next year's Canadian Team Trials. (This is a clarification of the statement on page 14 of the CBTF Technical Manual.)

  Jennifer Meron proposed that an athlete cannot be a member of both a Provincial and a Trans-Canada Pair in the same year.

Loranne Meek proposed that the following set fees be established for Canadian Team Trial Judges:

$100.00 Junior Women
$  25.00 Junior Men
$100.00 Senior Women

$  75.00 Senior Pairs
$100.00 Team

This fee includes attendance at all meetings & critiques. Judges would receive a $25.00/day per diem ($6-breakfast; $7- lunch; $12-dinner). Full airfare/transportation, accommodation costs would be paid by the host province.

Note: to be reviewed on an annual basis.

1998 FBM MOTION #13
 

Karen Gratton moved that the Canadian Team Trial Judges Set Fee be increased as follows:

$  50.00 each Junior/Senior Compulsories
$  25.00 each Junior/Senior Men
$  75.00 each Junior/Senior Pairs
$125.00 each Junior/Senior Women
$100.00 Team

Fee includes attendance at all meetings and critiques. If meals are not provided, judges would receive a $25.00 maximum per diem (ie: $6-breakfast; $7-lunch, $12-dinner). Receipts must be provided. The event host would pay airfare/transportation and accommodation costs. To be reviewed on an annual basis.

INTENT: These are maximum figures. It is not the intent to pay the full amount if, for example, there is only one male athlete in a division.

Karen Gratton moved that, in light of the new Costume Guidelines for WBTF Freestyle, Pairs and Teams developed by WBTF (July 1999), CBTF shall also follow these Guidelines for all WBTF Events held in Canada as well as for CBTF Teams. The Guidelines are as follows:

  1. Female athletes have the possibility of choosing from the following types of costumes: (a) one piece leotard; (b) one piece leotard with any kind of skirt; (c) one piece leotard with any kind of trousers/pants or unitard.
  2. Male athletes have the possibility of choosing from the following types of costumes: (a) costume with long trousers/pants; (b) costume with short trousers/pants.
  3. Within a Pair, any combination of the above mentioned types of costume is possible.
  4. Within a Team, a maximum of 2 of the above mentioned types of costume is allowed.
  5. Sports shoes must be worn, bearing in mind this is a sporting event.
  6. Hair must be secured back by any method (bearing in mind this is a sporting event). Hats are not allowed. Hair decorations must be secured to the hair.
  7. Moderate stage makeup (to enhance natural facial features) may be worn bearing in mind that this is a sporting event. No ornamentation or paint is allowed.
  8. Ankle socks may be worn. Tights may be worn and must be of flesh colour only.
  9. No wrist or armbands will be permitted unless they are securely attached to the main leotard of the costume.
  10. And all other costume regulations, updates and revisions that are issued in writing from the WBTF Technical Committee.

  Bill Vandeboor moved that we follow the WBTF rules regarding WBTF Events.

 

2002 SBM MOTION #24 (AMENDED - 2005 FBM - MOTION #33)
 

Karen Gratton moved that provinces shall send their competitors' entries for Canadian Team Trials, Open and Winner/Championship Events in one package to the Canadians' Entry Processor. One provincial cheque to cover all entry fees is required as the method of payment.

INTENT: The Canadian Entry Processor will provide a standard form and request form for qualifiers to each Provincial Chairperson by March 31st of each year.

Karen Gratton moved that the only competitions that will be sanctioned during the period of May 1-31st (including weekends that include those dates) will be Type "A" Competitions (ie: Provincial Team Trials and Championships) and Type "C" competitions (ie: closed, studio, "fun" events).

CLARIFICATION #1: M3, 4 and 5 Judges will only be available to judge Type "A" competitions during this "blackout" period.

CLARIFICATION #2: The CBTF Sanction Officer will have the authority to award sanction permits to Type "B" competition requests IF a date during this "blackout" period is open and available.

CLARIFICATION #3: Exception - Type "B" Open Competitions held in conjunction with Provincials.

 

FEB 03 BOD CONF CALL MOTION #1
 

Joyce Ormshaw moved that at Provincial and National Championships, the Level A Compulsory Events will run as per the current WBTF process. The Level A athletes will perform either Set A or B. The sets will be assigned by random draw prior to music tests. Juniors and Seniors will perform opposite sets.

NOTE: We will following the WBTF process of reciting the short compulsory description prior to each compulsory.

2003 SBM MOTION #18
 

Karen Gratton moved that all CD's and cassette tapes for Freestyle, Pair, WBTF Team and CBTF Group Events must contain only the music selection for that particular athlete/pair/group. CD's or tapes with more than one music selection will not be accepted. All CD's and tapes must be clearly labeled with the athlete/pair/group's name and division.

RECOMMENDATION: The time length of the music selection should also be included.

Karen Gratton moved that one judge (at team trial events), usually the Head Judge plus one other (in the case of two panels), are assigned as Chief Judge(s) for the panel(s). Duties would be as follows:

  1. Watch for costume problems or safety concerns and has the authority to stop the competition as required.
  2. Monitor and record any penalties on the athlete's, pair's or team's penalty sheet.
  3. Indicate to the announcer that the panel is ready to proceed.
  4. Watch for missed compulsories and inform the announcer and the rest of the panel.
  5. Monitor that the judges behave in a correct manner and report any concerns to the Head Judge.

Betty Davis moved that judges at Canadian Team Trials and the Open Competition will be paid their judging fees and all miscellaneous expenses (for example: taxis, meals, etc) as soon after these competitions are complete. Judges at Canadian Championships will be paid their judging fees and all miscellaneous expenses (for example: taxis, meals, etc) within 7 days from the completion of the competition.

INTENT: It is assumed that the competition will run 1. Team Trials; 2. Open; 3. Championships. Should the order change the payment plan order will change.

  Wendy Cruickshank moved that the CBTF Team Trial Events will allow athletes 7 years old and over to compete in all qualifiers for the WBTF Championships. Qualifying athletes will be able to compete at the WBTF Championships if they are 12 years old in the year of the competition as per WBTF minimum age requirements.

Karen Gratton moved that the CBTF Sanction Officer be directed to NOT SANCTION any Type B (Open) Competitions on dates that have been officially designated for Type A Provincial Team Trials and Championships.

Clarification: The CBTF Technical Chair shall have the authority to permit an Open Type B Competition to be sanctioned if all the judges have been hired and contracted for the provincials on that particular date. (Exception: those Type B Open Competitions that are held in conjunction with provincials).

Karen Gratton moved that, for the year 2009, CBTF adopt the format of offering Level A Compulsory Moves, Level A Short Program, Level A Freestyle and Level A Pairs as separate Championship events at Canadians.

INTENT: No music tests will be run.

INTENT: Athletes will perform both Set A and Set B compulsories in that order.

Karen Gratton moved that Proposal #1 from the March 7, 2009 Technical Committee Conference Call meeting be accepted as follows:

That the 15 B Compulsories be split into two Sets - Set A and Set B - using the same compulsory set numbers as for the Level A Compulsories. The Set Letter must be announced at least two weeks prior to the competition.

CLARIFICATION: The short explanation title for each compulsory shall be called by the announcer. Example: "Compulsory #1, RH Vertical Fingertwirls, Begin".

CLARIFICATION: Open competitions and Provincial team trials have the option to choose one Set, use the 15 compulsories (in numerical order) or have the athletes perform first Set A followed immediately by Set B.

CLARIFICATION: The Set Numbers are as follows:
- Set A - 1,4,6,8,9,11,14,15
- Set B - 2,3,5,7,10,12,13,14

Karen Gratton moved to accept Proposal #2 from the March 8/09 Technical Committee Conference Call meeting as follows:

That, if there are 40 or more athletes in a Level B Junior or Senior Compulsory, Freestyle or Pair event at Provincials or Canadians, by using the WBTF Age Definition (ie: age between Jan 1 and Dec 31 of the competition year), the athletes in those events shall be divided into age divisions as follows:
Junior: 4-12, 13-14, 15-16
Senior: 17-18, 19-20, 21+

CLARIFICATION: The current Level B rules regarding rounds based on number of entries and number of judges shall be followed.

CLARIFICATION: there shall only be one round for Compulsories with 2 judges per age division.

 

2009 SEM MOTION #1
 

Karen Gratton moved that the timing penalty for all Freestyles and Pairs at the 2009 Canadian Team Trial Winner/Championship Event will be reduced from 4.0 to 1.0 point.

CLARIFICATION: The WBTF penalty of 4.0 is disproportionately wrong in relation to the severity of the infraction.

CLARIFICATION: CBTF President to discuss this at the WBTF summer meetings in Australia with a recommendation that WBTF review all penalties.

 

2009 SEM MOTION #2
 

Karen Gratton moved that, with regards to a request to reduce the number of rounds for the Level A Pairs at the 2009 Canadian Team Trial Event Championships, the CBTF Executive support a unanimous agreement presented in writing and signed by all involved coaches to hold only one round for the level A Pairs.

CLARIFICATION: An electrical fire and subsequent lengthy delay of the competition prompted this request.

NOTE: After the meeting the schedules were re-arranged & consequently two rounds were able to be run successfully for Level A Pairs with no problem.

2012 FBM MOTION #26 (2012 FTM Prop #11)
 

Elan Paluck moved that all Trans-Canada events: Trans-Canada duets, Trans-Canada twirl teams, Trans-Canada CBTF teams, Trans-Canada WBTF Teams and Trans-Canada WBTF pairs, shall be comprised of athletes from any CBTF member province or non- member province who hold current CBTF memberships. All Trans- Canada events shall qualify to compete at the Canadian Team Trials and Canadian Winner/Championship events by entering a provincial team trial qualifier or provincial winner/championship event with the following provisions:

  • The coach will determine the province in which the duet, team or pair shall perform.
  • In order to qualify for the Canadian competitions, all Trans- Canada events must be entered and performed at Provincials and shall be scored for score sheet only. They will not compete against provincial duets, teams or pairs and will not receive a placement.
  • At Provincials, all Trans-Canada events shall take place directly before or after the provincial team and duet events.
  • At a provincial team trial qualifier, the same number of rounds will be run for Provincial and Trans-Canada events.
  • Trans-Canada events shall compete against their counterparts in provincial teams, pairs and duets and receive placements at the Canadian Team Trials and Canadian Winner/Championship.

CLARIFICATION: This shall supersede all past motions pertaining to Trans-Canada teams and pairs qualifying for the Canadian Team Trials.

 

2012 FBM MOTION 29 (2012 FTM Prop #14)
 

Elan Paluck moved that the following rules and procedures shall be in effect for the Canadian Level A and B Freestyle and Pair Winner/Championship Events.

Qualification Procedure
- All level A and B freestyle and pair athletes must enter and compete at their provincials in these events and levels in the same year.

Age Divisions
- At Canadians, Level B freestyle and pairs shall compete under CBTF age divisions (the same as other Canadian winner events with age determined as of December 31st.
- At Canadians, Level A freestyle and pairs shall compete under WBTF age divisions (junior or senior) with age between January 1st and December 31st of the competition year. Rounds
- Each division shall follow the same format as other Canadian Winner/Championship events.

Compulsory Moves
- Compulsories shall be performed by all Level B and Junior A athletes.
- For World Championship years, upon receiving notification of the chosen compulsory set from WBTF, the Junior A athletes shall perform that same set at the Canadian Championships. Level B athletes shall perform the opposite set at the Canadian Winner event.
- For International Cup years, CBTF officials shall draw the set number for Level A with the opposite set to be performed by Level B athletes.

Short Program
- Short Program shall be performed by all Level A Senior athletes.

Music Tests
- No music tests shall be run.

Grand Nationals
- There shall be no Grand National Level A freestyle or pair championships.

Awards
- All divisions shall be awarded to top five. Type of awards and awards procedures shall be the same as for other Canadian Winner/Championship events.

Other Stipulations
- WBTF costume rules, time limits, score sheets and masters, judging methods, tabulation procedures and other WBTF competition procedures shall apply.

CLARIFICATION: This shall rescind the 2005 motion and amend the 2010 motion

That the cost sharing policy for Canadians and Trials (International Cup or World Championship) be revised as follows:

  • The first $1000 of profit belongs to the Local Organizing Committee (LOC)
  • Profits in the range of $1001 – 21,000, will be shared as follows:
    • CBTF – 75% of the profit
    • Host – 25% of the profit
  • Profit exceeding $21,000 the LOC and the CBTF will share equally share this amount in a 50/50 ratio.

CBTF shall assume any losses that may result.

Clarification: The Open competition held in conjunction with the Canadian Winner/Championship event is considered to be part of the overall operating budget of that event. The Open competition held in conjunction with the International Cup Qualifier or the Canadian Team Trials in not considered to be part of the overall operating budget for that event.

Move that the flooring surfaces used for all CBTF-sanctioned competitions and events (eg: clinics, workshops) must be deemed suitable for baton twirling and safe for athletes by the Event Directors (and, if necessary, in consultation with the CBTF Technical Chairperson). Wooden flooring shall be considered the most favorable choice and all attempts to secure a facility with a wooden floor shall be made; however flooring that is also used for other sporting or dance activities (eg: "TempoTile") shall be deemed acceptable.

OTHER POINTS

  • All attempts shall be made to secure a facility where the practice area flooring is of the same material as that of the main competition floor.
  • No tarp (ie: heavy plastic) shall be permitted to be placed on top of the permanent flooring surface during baton twirling events.
  • Soccer Pitch flooring (sticky, sponge-like material) shall not be permitted for any baton twirling events.
  • Concrete flooring is not recommended and shall be avoided, if at all possible.
  • Flooring shall be properly cleaned and maintained by facility officials to avoid stickiness, being too smooth (causing athletes to slip) or in any way create a risk factor that would affect the safety of the competition participants.
  • Should it be necessary to rent a temporary wooden floor, competition & facility officials, along with the floor installers, shall check the surface for uneven seams, gaps, warped or splintered areas and shall ensure that the flooring has been properly fitted and aligned prior to the beginning of the event. Edges and corners shall be clearly defined or marked. A temporary floor should be the size of a regulation basketball court (approx 84 feet long x 50 feet wide) or larger.

DIRECTIVES

  • The type of flooring material shall be stated in the competition brochure should the flooring be anything other than wood.
  • If the flooring is not wood, open practice time should be made available to the athletes prior to the competition in order to try out the floor, if at all possible.
  • This motion to be inserted into the CBTF Policy Manual, CBTF Competition Manual and CBTF Risk Management Policy.

That, due to the potential risk & danger factor, the following shall be permitted for use by athletes only in confined and designated spaces in practice/warmup areas at CBTF sanctioned competitions:

  • powders used as drying agents (eg: rosin, talcum powder)
  • liquids (eg: liquid rosin, excess water)
  • substances that can be used to make areas of the body tacky or sticky in order to assist the baton to roll more easily.

CLARIFICATIONS

  1. No powder may be used at or near the main competition floor entrance, in the seating/bleacher areas, dressing rooms or any place where it may be tracked onto the practice or main gym floors.
  2. Competition directors shall provide a receptacle in the practice gym (and away from main gym entrances) in order to catch any of the loose powder that inevitably results from the application of any powders.
  3. Coaches and athletes shall be responsible for any cleanup resulting from use of powders or liquids.

2013 Fall Conference MOTION #14 (2013 Pre-FTM Proposal 3)
 

Karen Gratton proposed that the following rules and procedures shall be in effect for all Provincial Level B and A Freestyle and Pair Winner/Championship Events or Level A Provincial Team Trials.

Qualification Procedure
- At Provincial Championship events, Level A Freestyle and Pairs shall compete under WBTF Age Divisions (junior or senior) with age between January 1st and December 31st of the competition year. Level B freestyle and pairs shall compete under CBTF age divisions.

- Compulsory moves shall count for 25% of the athlete’s score and shall be performed by all Level B and Junior Level A athletes.
- In World Championship years, upon receiving notification of the chosen compulsory set from WBTF, the Junior Level A athletes shall perform that same set at their Provincial Team Trials. Level B athletes shall perform the opposite set.
- For International Cup years, upon receiving notification of the chosen compulsory set from the CBTF Technical Chair, the Junior Level A shall perform that same set at provincials. Level B shall perform the opposite set.

Short Program
- Short Program shall count for 25% of the athlete’s score and shall be performed by all Level A Senior athletes.

Music Tests/Costume Checks
- Unless time permits, it is not necessary that costume or music checks be run. Official music timing is done during the athlete or pair’s actual performance.

Awards
- All divisions shall be awarded to top five. Type of awards and awards procedures shall be the same as for other Provincial W/C events.

Berths
- Canadian Team Trials: Each province shall be allowed to send up to 5 entrants in each Level A freestyle/pair/team division with an additional berth earned for each Final Round placement at the previous Canadian Team Trial. There shall be no alternates sent with a Provincial Contingent.
- Canadian Winner/Championships: Level B athletes/teams or pairs that compete in their Provincial Winner event become eligible to enter and compete in that same Canadian Winner event. Level A athletes/teams or pairs that compete in their provincial Championship (in International Cup years) or Team Trial (in World Championship years) events, are eligible to enter and compete in that same Canadian event.

Other Stipulations
- WBTF costume rules, time limits, score sheets and masters, judging methods, tabulation procedures and other WBTF competition procedures shall apply.

CLARIFICATION: This shall rescind the 2009 motion/clarification
