  That sanction fees are as follows: Open Contest $10, Provincial $25, Tri-provincial $75, Canadian Championship or International Competition $150. All fees are regardless of the number of days of event if consecutive.

  That two separate regions be established, namely East and West to Sanction Twirl Canada events (contests, camps, clinics, seminars, etc.) within Canada. The appointment of these Regional Sanction Officers will be made by the Twirl Canada Executive. These people may not be on the Twirl Canada Board of Directors (executive or provincial head). Sanctions will then be sent to the National Sanction Officer, who is the Secretary of the Twirl Canada Federation. If there is a conflict of dates, those involved will be notified.

Nancy Beachin moved that Recommendations #1 and 2 of Page 2 of the Sanction Officer's Report for 1993 Summer Technical Meeting be put into effect September 1, 1993 with the following amendments:

    1. Each province have a Provincial Sanction Officer, they would ensure all signatures, cheques, info sent in. This person would be responsible for relating all info to Event Directors.
    2. We reexamine our reasons for sanctioning events. Do we just want records? See following system:

CBTF sanction the following:

  • all provincial championships, national championships, international championships
  • all CBTF coaching, judging certification courses
  • all badge adjudicator certification seminars
  • all CBTF conducted meetings, seminars, etc.
  • all provincial AGM's (so there is no conflict with CBTF events)
  • all open competitions
  • all clinics and camps

Provincial Sanction Officers sanction the following:

  • all closed/recreational "C" competitions
  • all badge test days
  • all demonstrations/parades
  • all provincial meetings/seminars

The Provincial Sanction Officers would be responsible for forwarding a copy of the sanction request, cheque and number awarded to the CBTF Sanction Officer for accurate records of sanctioned events. This list would be used to handle any insurance claims.

The CBTF Sanction Officer would be responsible for forwarding any pertinent information (re: insurance or technical rules) to the prov. S/O's and for checking the validity of provincial sanctions from time to time.

When medical personnel is provided at other CBTF-sanctioned events (eg: camps, athletic clinics/workshops), they must meet the same minimum requirements.

Karen Gratton proposed that the Sanction Request Form, Entry Brochure, and Sanction Fee for all Type A & B Competitions must all be postmarked to the National Sanction Officer eight (8) weeks prior to the date of the competition. A late fee of double the sanction amount will be charged for any sanction requests postmarked after this deadline.

CLARIFICATION: All three (3) items must be postmarked to the National Sanction Officer (through the Prov Sanction Officer) ten (10) weeks prior or the late fee will be applied.

CLARIFICATION: Faxed copies of cheques/money orders will not be accepted.

Brenda Hall proposed that all Sanction Requests for events listed under "no charge" on the Sanction Request Form (exception: CBTF courses) must be received by the Provincial Sanction Officer prior to the event taking place.

CLARIFICATION: The event will be considered unsanctioned and not recognized by CBTF if this deadline is not met (for insurance purposes).

 

1996 FBM MOTION #19
 

Karen Gratton moved that all sanction requests for Judges, Coaches and Badge Adjudicators' Courses be postmarked to the National Sanction Officer (through the Prov Sanction Officer) prior to the course date to allow for adequate sanction processing time (4-6 weeks prior to the course date is recommended). Course Coordinators must do the following:

  1. Complete the Sanction Request Form listing the Course Conductor's name and the Level/Module of the Course being held and forward the form to the Prov Sanction Officer.
  2. The Prov Sanction Officer to then forward the form to the National Sanction Officer.
  3. The National Sanction Officer shall then verify that the chosen Course Conductor is certified to conduct the course from a list previously provided by the respective National Reps.
  4. Should a problem arise, the National Sanction Officer shall contact the respective National Reps.

CLARIFICATION: The course will be considered unsanctioned and not recognized by the CBTF if the Sanction Form is not received by the National Sanction Officer by the date of the event.

CLARIFICATION: Prior to the course being run, a copy of the Sanction Request Form with the Sanction Number must be sent to the Course Conductor by the Event Director.

 

2001 SEM MOTION #7
 

Betty Davis moved that, when an event/competition must be cancelled due to unforeseen circumstances (eg: cancellation of facility, unable to secure the required number of judges or coaches), the sanction fee can be applied to a rescheduled event/competition held within the current competition year. If this does not occur, the sanction fee will be refunded at the conclusion of the current event/competition year.

Karen Gratton moved that the only competitions that will be sanctioned during the period of May 1-31st (including weekends that include those dates) will be Type "A" competitions (ie: Provincial Team Trials and Championships) and Type "C" competitions (ie: closed, studio, "fun" events).

CLARIFICATION #1: M 3, 4 & 5 Judges will only be available to judge Type "A" competitions during this "black-out" period.

CLARIFICATION #2: The CBTF Sanction Officer will have the authority to award sanction permits to Type "B" competition requests IF a date during the "black-out" period is open and available.

CLARIFICATION #3: Exception - Type "B" Open Competitions held in conjunction with Provincials.

Karen Gratton moved that we amend Motion #11 from the 1989 Summer Board of Directors Meeting to read as follows:

That competition directors must send a list of judges who are hired for a competition to the National Judges Rep a minimum of three weeks prior to the competition. The Judges Rep must be notified of any changes. Failure to do this will result in a $50.00 fine payable to CBTF. The CBTF Judges Rep shall receive notification of all competitions and dates from the CBTF Sanction Officer. The Judges Rep will advise the CBTF Treasurer if a list (of judges) was not received and an invoice will be sent to the competition director.

Clarification: The CBTF Technical Chair shall have the authority to permit an Open Type B Competition to be sanctioned if all the judges have been hired and contracted for the provincials on that particular date. (Exception: those Type B Competitions that are held in conjunction with provincials).

Elan Paluck moved move to accept the following procedure with regards to the hosting of provincial qualifying events for athletes from member provinces and athletes from non-member provinces:

  • A member province's chair or coach representing a non-CBTF member province's direct members to contact the chair of a CBTF member province requesting that a provincials qualifying event for their province be held in conjunction with the member province's provincials. This must be done well in advance of the proposed date.
  • Once discussed and approved by the CBTF member province's board, the provincial chair shall send a request in writing to the CBTF president asking for CBTF approval to act as host for the small province/ non- member province. The CBTF Sanction Officer shall be notified by the host province when approval is granted.
  • The hosting province shall submit two sanction request forms to their provincial sanction officer - one for each province. The PSO shall then forward them to the National Sanction Officer who will assign a national sanction number for the event.
  • One entry brochure shall be produced by the host province featuring a separate listing for each province's provincial qualifying individual, duet, group and team trials events. One person shall handle the entry processing for both provinces. Handling of financial and administrative issues shall be discussed and agreed upon by the two provinces. An open competition with individual, duet and group events may be held and athletes from both provinces may enter.
  • The host province shall report the results of both provincial qualifying events to the CBTF data entry coordinator.
  • Each province shall be responsible to send in their own members' entry forms to the Canadian entry processor. Direct members from a non-CBTF member province shall be responsible to submit their own entries. Canadian entry deadline policy shall apply.

 

2013 Fall Conference MOTION #33
 

I move that the CBTF Sanction Request Form be revised to include “Practice Sessions” under the N/C section. These shall adhere to the following rules:

  • Sanctioned by the PSO
  • Fee: No charge
  • Must be received by the PSO before the event date otherwise it will be considered “unsanctioned” and not recognized by CBTF and the CBTF insurance carrier.
  • The practice session shall be a certified CBTF coach/instructor, or be under the supervision of an adult over the age of 18 as approved by the Event Director.

CLARIFICATION: Practice Sessions shall be defined as follows: “Time periods organized by a CBTF baton club and/or certified CBTF coach and/or provincial organization in a facility for the purpose of practicing baton. This does not include regular lesson times which are sanctioned as Lessons.”

  I move that sanction forms must be signed by the applicant by way of signature, electronic means with proof of establishing the sendor/signator, or secure electronic means of confirming the identity of the applicant.
