1983 STM MOTION #??
  Betty Infilise moved that it be the responsibility of provincial heads and their technical advisors to conduct meetings in their province for consensus of feeling towards seating and/or other drawing procedures for Canadian Finals. Provinces are to send written report to Technical Chairperson (Ron Kopas) by October 15th, 1983 so that he may take results to the Executive Meeting in the fall.

 

1987 STM MOTION #14
  Debbie Nikolai moved that provinces research seeding, minimum score, or regional qualifying to enter Canadian Championships (freestyle).

 

1987 FTM MOTION #3
  That, at the WBTF Winter Technical Meeting, the Technical Committee review Mens' Division to have 2 rounds count, be consistent with Senior Women (NB: 1st round should still be an elimination round).

 

1987 FTM MOTION #24
  That we support seeding in principle.

 

1987 FTM MOTION #25
  That after the compulsory competition, athletes will be seeded in groups (ie: 30 athletes - 3 groups of 10). Those who place between 20 - 30 would draw first and would compete in the first section of freestyle, etc. After 1st round freestyle add compulsory score and seed in two groupings (8th to 15th and 1st to 7th). Final round would be random draw by athletes. Technical Chairperson will draw for compulsory numbers. Eastern and Western reps will conduct the freestyle 1st and 2nd round draw.

 

1988 STM MOTION #8
 

Wendy Harmen moved that at the Canadian Team Championships final round, the following format will be used:

1-7 teams - 3 in finals
8-10 teams - 4 in finals
11 or more - 5 in finals

 

1989 STM MOTION #35 (Ratified - Motion #16 - 1989 FBM)
  Myra Kirk moved, if there are more than five (5) athletes in the Level A Provincial, regional and national Freestyle Team Trials division, two rounds must be run - 1st round being an elimination round as well as establishing the order of appearance for the 7 finalists. Procedure of "order of appearance" as established at the 1989 FTM - Motions #32, 33, 34. If there are more than 15 or more athletes, 3 rounds must be run in which 7 athletes will be chosen and the 2nd and 3rd round freestyle scores are averaged and combined with the compulsory score for final placement.

 

1990 FTM MOTION #14 (Ratified - Motion #18 - 1990 FBM)
  Moved that the current method used for seeding at the CBTF Team Trials be kept in place.

 

1995 FTM MOTION #40 (Ratified - 95 FBM)
 

Tim King moved that, for one year trial basis (1996) only, for individual events at National Team Trials, the following Seeding Process Method for establishing Order of Appearance be used:

  • Athletes placed first to last in reverse order determined by compulsory scores
  • Three (3) evenly divided groupings created (odd number of athletes will be placed in the 1st group). These groupings now called seeds.
  • Order of Appearance will be determined by random draw within the seed.

INTENT: National Competition Director and National Chief Tabulator have the authority to do the random draws at national team trials.

 

1995 FTM MOTION #47 (Amended & Ratified - 95 FBM)
 

Tim King moved that, for CBTF National Team Trials, the number of Pairs and Teams that qualify for the Final Rounds based on the number of competitors, will be as follows:

3-7 Pairs/Teams - 3 to Finals
8-9 Pairs/Teams - 4 to Finals
10-11 Pairs/Teams - 5 to Finals
12 or more Pairs/Teams - 6 to Finals

 

1998 WTM PROPOSAL #2 (Ratified - Motion #30 - 98 SBM)
 

Tina Larson proposed that the following Seeding Order of Appearance Procedure for provincial, regional and national Freestyle Events be accepted as follows:

  1. The Compulsory Event - order of appearance by random draw.
  2. 1st Round of Freestyle - athletes will perform randomly within a seed. The numbers in a seed will be determined as outlined below. The athlete's seed is determined by compulsory placings with the lowest placings in the first seed and the highest placings in the last seed.
  3. 2nd Round of Freestyle (if required) and Final Round - athletes will perform in reverse order from their combined placings from the previous round(s). (See CBTF Procedure for Overall Placement)

DETERMINATION OF SEEDING

A. Number of Seeds determined by number of competitors, divided by 10 and rounded to the nearest whole number. Therefore:

1998 WTM PROPOSAL #3 (RATIFIED - 1998 SBM - MOTION #30)
 

Tina Larson proposed that the following Order of Appearance for WBTF Pairs and Teams at Provincial, Regional and National Team Trials be accepted:

  1. First Round: Pairs and Teams will perform in order of appearance by random draw.
  2. Second Round (if required) and Final Rounds: Pairs and Teams will perform in reverse order from their placings from the previous round. (see CBTF Procedure for Overall Placement)

 

1998 WTM PROPOSAL #9 (Ratified - Motion #30 - 98 SBM)
  Tina Larson proposed that the number of rounds for Trans-Canada Pairs and Teams at a Provincial Team Trials, be determined by the same criteria as exists for Provincial Team Trials round determination (ie: a minimum of two rounds will be run).

Wendy Cruickshank proposed that:

  1. At the Canadian Winner/Championship (Individual/Duet) Events, preliminary rounds will have 2 judges and final rounds have 3 judges.
  2. At Provincial Winner/Championship (Individual/Duet) Events, two rounds must be run when there are 15 or more athletes/duets.
  3. Should two rounds be used at Provincials, the top 7 or 50% of the athletes/duets in the division to a maximum of 15 shall advance to the final rounds.

  Karen Gratton moved that every division at the Canadian Winner/ Championship (Individual/Duet) Event will have two rounds with the top 7 or 50% of the athletes (to a maximum of 15 athletes) advancing to the final round.

  Myra Kirk moved that at Provincial Winner/Championship (Individual/Duet) Events should two rounds be run, the Order of Appearance for final rounds would be in reverse order of placement from the first (preliminary) round.

Joyce Ormshaw moved that the following procedure to determine rounds be used for National BN, BI and A Winner/Championship Individual/Duet Events:

  1. Divisions with more than 5 athletes shall have two rounds with the top 5 or 50% (to a maximum of 16) advancing to the final round. Divisions with 5 or less athletes shall have one round (final round).
  2. Divisions with 32 or more athletes/duets will be divided equally into 2 groups (Group A and Group B) by random draw (eg: computer) for the first round. (Note: if there Is an uneven number, Group B will have the extra athlete). The top 8 athletes will be selected from each group to advance to the final round (total 16).
  3. Order of appearance for all first rounds shall be determined by random order.
  4. Order of appearance for all final rounds shall be reverse order. For divisions of 32 or more, the reverse order of appearance for the final round will be determined by a draw between Group A and Group B athletes and duets to be done by the Tabulating Crew. Example: A or B will be drawn. If "B" is selected, then all athletes in Group B will go prior to the corresponding placement number in Group A - for example: 8B, 8A, 7B, 7A, 6B, 6A …
  5. All divisions will have 1 or 2 judges in the first round dependent upon feasibility (eg: availability of judges, financial considerations, time allotment, space availability, etc.) to be determined by the competition director.
  6. All divisions must have three judges for final rounds.

Elva Taylor moved that the following procedure be used for Provincial BN, BI and A Winner/Championship Individual and Duet Events:

  1. Two rounds must be run when there are 16 or more athletes in a division.
  2. Should two rounds be used, the top 7 (6) or 50% of the athletes/duets in the division, to a maximum of 16, shall advance to the final round.
  3. Divisions with 32 or more athletes/duets will be divided equally into 2 groups (Group A and Group B) by random draw (eg: by computer) for the first round. (Note: if there is an uneven number, Group B will have the extra athlete). The top 8 athletes will be selected from each group to advance to the final round (total 16).
  4. Preliminary rounds may use 1 or 2 judges. Final rounds must use 2 judges.
  5. Order of appearance for all first rounds shall be determined by random draw. Order of appearance for all final rounds shall be reverse order. For divisions of 32 or more, the reverse order of appearance for final round will be determined by a draw between Group A and Group B athletes and duets to be done by the Tabulating Crew. 2005 FBM MOTION #21 Karen Gratton moved that Proposal #12, 2005 STM be accepted with the noted amendment: "That the International Cup Qualifier procedure be as follows: Solo/2-Baton/3-Baton Every division shall have two (2) rounds. Order of Appearance for first round shall be determined by random draw and final round will be in reverse order. Sixteen (16) athletes in each division shall advance to the final round. Twelve (12) athletes in each division shall receive medals. Divisions with 32 or more athletes will be divided equally into 2 groups (Group A and Group B) by random draw for the first round (note: if there is an unequal number, Group B shall have the extra athlete). The top eight (8) athletes shall be selected from each group to advance to the final round (total of 16). Teams/Groups Every division shall have two (2) rounds. 2005 FBM MOTION #21
 

Karen Gratton moved that Proposal #12, 2005 STM be accepted with the noted amendment:

That the International Cup Qualifier procedure be as follows:

Solo/2-Baton/3-Baton

  • Every division shall have two (2) rounds.
  • Order of Appearance for first round shall be determined by random draw and final round will be in reverse order.
  • Sixteen (16) athletes in each division shall advance to the final round.
  • Twelve (12) athletes in each division shall receive medals.
  • Divisions with 32 or more athletes will be divided equally into 2 groups (Group A and Group B) by random draw for the first round (note: if there is an unequal number, Group B shall have the extra athlete).
  • The top eight (8) athletes shall be selected from each group to advance to the final round (total of 16).

That the rounds for the Level B Freestyle & Pairs Competition held at Canadians be changed to the following:

15 or less athletes/pairs - 1 round only
16 or more athletes/pairs - 50% shall advance to the finals

2008 FBM MOTION #36
 

Karen Gratton moved to accept Proposal #14, 2008 FTM that reads:

That the rounds for Level B Freestyle & Pairs Competition held at Canadians be changed to the following:

15 or less athletes/pairs - 1 round only - random order
16 or more athletes/pairs - 50% (to a maximum of 15) shall advance to the final round - random order within the seed.

DIRECTIVE: The Level B Competition Procedures document be revised to reflect this change.

2009 FBM MOTION #15 (2009 FTM-Prop#5)
 

Karen Gratton moved to accept the following changes to the Feb 03 Board Conference Call Motion #5: Sizes of individual/duet winner/championship preliminaries and finals at Canadians be changed to:

  • 8 or fewer - straight to finals
  • 9-31 - preliminary round, cut to half (rounded up)
  • 32 or more - randomly split to 2 groups, cut to half (in each group) (round up)

2012 FBM MOTION #26 (2012 FTM Prop #11)
 

Elan Paluck moved that all Trans-Canada events: Trans-Canada duets, Trans-Canada twirl teams, Trans-Canada CBTF teams, Trans-Canada WBTF Teams and Trans-Canada WBTF pairs, shall be comprised of athletes from any CBTF member province or non- member province who hold current CBTF memberships. All Trans- Canada events shall qualify to compete at the Canadian Team Trials and Canadian Winner/Championship events by entering a provincial team trial qualifier or provincial winner/championship event with the following provisions:

  • The coach will determine the province in which the duet, team or pair shall perform. - In order to qualify for the Canadian competitions, all Trans- Canada events must be entered and performed at Provincials and shall be scored for score sheet only. They will not compete against provincial duets, teams or pairs and will not receive a placement.
  • At Provincials, all Trans-Canada events shall take place directly before or after the provincial team and duet events.
  • At a provincial team trial qualifier, the same number of rounds will be run for Provincial and Trans-Canada events.
  • Trans-Canada events shall compete against their counterparts in provincial teams, pairs and duets and receive placements at the Canadian Team Trials and Canadian Winner/Championship.

CLARIFICATION: This shall supersede all past motions pertaining To Trans-Canada teams and pairs qualifying for the Canadian Team Trials.

 

2012 FBM MOTION 29 (2012 FTM Prop #14)
 

Elan Paluck moved that the following rules and procedures shall be in effect for the Canadian Level A and B Freestyle and Pair Winner/Championship Events.

Qualification Procedure
- All level A and B freestyle and pair athletes must enter and compete at their provincials in these events and levels in the same year.

Age Divisions
- At Canadians, Level B freestyle and pairs shall compete under CBTF age divisions (the same as other Canadian winner events with age determined as of December 31st.
- At Canadians, Level A freestyle and pairs shall compete under WBTF age divisions (junior or senior) with age between January 1st and December 31st of the competition year.

Rounds
- Each division shall follow the same format as other Canadian Winner/Championship events.

Compulsory Moves
- Compulsories shall be performed by all Level B and Junior A athletes.
- For World Championship years, upon receiving notification of the chosen compulsory set from WBTF, the Junior A athletes shall perform that same set at the Canadian Championships. Level B athletes shall perform the opposite set at the Canadian Winner event.
- For International Cup years, CBTF officials shall draw the set number for Level A with the opposite set to be performed by Level B athletes.

Short Program
- Short Program shall be performed by all Level A Senior athletes.

Music Tests
- No music tests shall be run.

Grand Nationals
- There shall be no Grand National Level A freestyle or pair championships.

Awards
- All divisions shall be awarded to top five. Type of awards and awards procedures shall be the same as for other Canadian Winner/Championship events.

Other Stipulations
- WBTF costume rules, time limits, score sheets and masters, judging methods, tabulation procedures and other WBTF competition procedures shall apply.

CLARIFICATION: This shall rescind the 2005 motion and amend the 2010 motion

 

2013 Fall Conference MOTION #14 (2013 Pre-FTM Proposal 3)
 

Karen Gratton proposed that the following rules and procedures shall be in effect for all Provincial Level B and A Freestyle and Pair Winner/Championship Events or Level A Provincial Team Trials.

Qualification Procedure
- At Provincial Championship events, Level A Freestyle and Pairs shall compete under WBTF Age Divisions (junior or senior) with age between January 1st and December 31st of the competition year. Level B freestyle and pairs shall compete under CBTF age divisions.

Rounds
- Level B Freestyles and Pairs shall have 1 or 2 rounds (competition officials’ decision).
- In World Championship years, Level A Freestyles, Pairs and Teams shall have 2 rounds.
- In International Cup years, Level A freestyles and pairs shall have 1 or 2 rounds (competition officials’ decision).

Compulsory Moves
- Compulsory moves shall count for 25% of the athlete’s score and shall be performed by all Level B and Junior Level A athletes.
- In World Championship years, upon receiving notification of the chosen compulsory set from WBTF, the Junior Level A athletes shall perform that same set at their Provincial Team Trials. Level B athletes shall perform the opposite set.
- For International Cup years, upon receiving notification of the chosen compulsory set from the CBTF Technical Chair, the Junior Level A shall perform that same set at provincials. Level B shall perform the opposite set.

Short Program
- Short Program shall count for 25% of the athlete’s score and shall be performed by all Level A Senior athletes.

Music Tests/Costume Checks
- Unless time permits, it is not necessary that costume or music checks be run. Official music timing is done during the athlete or pair’s actual performance.

Awards
- All divisions shall be awarded to top five. Type of awards and awards procedures shall be the same as for other Provincial W/C events.

Berths
- Canadian Team Trials: Each province shall be allowed to send up to 5 entrants in each Level A freestyle/pair/team division with an additional berth earned for each Final Round placement at the previous Canadian Team Trial. There shall be no alternates sent with a Provincial Contingent.
- Canadian Winner/Championships: Level B athletes/teams or pairs that compete in their Provincial Winner event become eligible to enter and compete in that same Canadian Winner event. Level A athletes/teams or pairs that compete in their provincial Championship (in International Cup years) or Team Trial (in World Championship years) events, are eligible to enter and compete in that same Canadian event.

Other Stipulations
- WBTF costume rules, time limits, score sheets and masters, judging methods, tabulation procedures and other WBTF competition procedures shall apply.

CLARIFICATION: This shall rescind the 2009 motion/clarification

 

2014 FBM MOTION #22
 

Elan moved that 2014 FTM Proposal #13 be accepted:

That all individual/duet divisions at Canadian Winner/Championships shall have a preliminary and a final round regardless of the number of athletes competing in the division.
