  That all people who want to become Twirl Canada Judges must attend a two-day judges' seminar. They must pass a written exam and achieve a minimum of 70%. All candidates must complete the requirements of a practical exam and personal interview followup.

  Nancy Beachin moved that an official would have to obtain 70% on each portion of the medley/solo dance twirl exam and obtain a pass on the practical exam if they have previously been certified for other individual events.

  Nancy Beachin moved that for all individual events (medley, solo, solo dance twirl, and 2-baton), that new officials would have to pass the general portion and methods section with a minimum of 70% of the CBTF officials' exam and then obtain a minimum of 70% in each area to be qualified to judge in that area.

Brenda Cooper moved that the criteria for a pass in the CBTF Module 3 be as follows:

  1. 70% or higher is considered a passing mark.
  2. Must obtain 70% or more in the general and technique sections to pass and be able to judge any one of the events.
  3. Must obtain 70% or more in each event caption to judge those Events. Example: general 80%, technique 78%, compulsories- 83%, freestyle 75%, team 62% - participant could judge compulsories and freestyle but NOT teams, until re-writing the team section again.

*If a participant does not obtain 70% in the general or technique sections, they must rewrite the full examination.

*If a participant does not obtain 70% in any of the events (but they pass both the technique and general sections), they MUST only rewrite that portion to judge that event.

  Theresa Eyssens moved that all Module 4 & 5 Judges who were certified prior to Jan 1, 1990, must attend a Module 4 & 5 Certification Course to update within two (2) years. Those judges who reside in a province with no group course conductor will have 5 years. No exam will be required to be written. (Note: Saskatchewan, Alberta and Ontario have group course conductors therefore their Module 4 & 5 certified judges would need an update within two years.)

  Nancy Beachin moved that CBTF Module I Judges Course Conductors be assigned the job of revising the course. Each course conductor will be requested to update one section of the manual. Theresa Eyssens will coordinate the work assignments. A draft will be presented at the fall technical meeting.

Tim King moved that for CBTF judging candidates to meet coaching pre-requisites for Judging Modules I, IV and V that the following coaching criteria be met:

  1. required to attend Coaches level I (do not have to write exams)
  2. not required to attend NCCP Level I and other practical requirements
  3. Candidates already possessing Module I, IV and/or V be excluded from requirements #1 and #2 above.

Tim King moved that Deardra Leslie and Ron Kopas be the only course conductors for the CBTF Judges Module II until the selection criteria be developed by the CBTF Technical Committee. (Deardra and Ron developed the course).

Elan Paluck moved that the Course Conductor fee for the CBTF Judges Module II be $300.00. Marking exams and practical evaluations will be paid $15.00 per attendee, payable when results are released to the attendees. This is based on 20 hours at $15.00 per hour as per Motion #13 of the 92 FBM where the rate of $15.00 per hour was established for Judges' courses.

Tim King moved that CBTF Judges Module II candidates must complete a minimum of six (6) additional clerking hours and one (1) competition practice judging (minimum 6 hours) focused on Module II events.

Loranne Meek moved that the coaching requirements for CBTF Judges' Module II and III be as follows:

  Theresa Eyssens moved that any CBTF Module II Judge's candidate in the 1994-95 season (Sept to August) does not have to fulfill the Level 2 Coaches Course requirement prior to becoming certified. All Module II judges that are certified in the 94/95 season will have one (1) year from the date of certification to fulfill this requirement.

Ron Kopas proposed that present Module 3 Judges must attend the compulsory portion of the WBTF Masters/M3 Exam to judge Provincial and National Team Trials beginning in the 1998 season. Masters Course Conductors will give feedback to the participant on areas of concern. The Compulsory practical portion must be taken but not marked. Current Masters Judges may be used to conduct the updating seminars for compulsories only.

Elan Paluck proposed that the CBTF Module 1 Judging Course be divided into 2 separate courses - Module 1A and Module 1B.

The CBTF Module 1A Judges Course shall include the following standardized components: Basic March, Forward Motion, Pre-Medley/ Standard Pre-Medley and Body Technique. The CBTF Module 1B Judges Course shall include the following standardized components: Pre-Solo, Pre-Solo Dance Twirl, Pre-2-Baton and Baton Technique.

INTENT: "Orientation to Judging" video and/or lecture to be developed so that it can be held prior to the Module 1 course and alleviate the more general aspects of the Module 1A Course.

(Note: The original line following the last paragraph "The intent is not to run the two courses back to back" was deleted by the Board at the 97 FBM).

 

1997 FBM MOTION #30
 

Karen Gratton moved that sections of the CBTF Code of Conduct/Code of Ethics pertaining to coaches and judges be inserted into current Coaches and Judges manuals.

DIRECTIVE: Karen Gratton to prepare this and send to CBTF Manuals Coordinator for insertion and a copy sent to each Coaches and Judges Course Conductor as soon as possible.

Michelle Potter moved that the Process to approve CBTF Technical Manuals, Role Model Video Tapes and Technical Courses be as follows:

Re: New Manuals/Tapes/Courses
That a Commission consisting of knowledgeable members be appointed by the Technical Committee/Board of Directors to develop new Manuals/Tapes/Courses.

  1. This Commission will submit copies of the new Manual/Tape/ Course to the Technical Committee for their review and approval prior to a Technical Meeting.
  2. If there are any Technical Committee concerns, they will be addressed at meetings and referred back to the head of the Commission until such time as the Technical Committee chooses to accept it "as presented" or "with revisions". A Technical Proposal to accept the Manual/Tape/Course will then be sent to the Board for ratification.
    CLARIFICATION: It is assumed that the Commission will present a Manual/Tape/Course that has been thoroughly researched and prepared. The Technical Committee is reviewing in order to indicate support for the work done by the Commission.
  3. The Commission and Technical Committee shall be aware of appropriate and reasonable time frames for completion of the project, corresponding materials and information and Effective Dates. All supporting programs shall be in place prior to final Technical Committee approval and Board ratification.
  4. The entire draft of the new Manual/Tape/Course shall be reviewed, no less than thirty (30) days prior to being presented to the Board for ratification, by the following persons for their final approval:
    - Each Commission member
    - CBTF Technical Committee
    - CBTF Executive members
  5. In the case of a New course or manual, sections pertaining to CBTF Policy, administration and financial aspects shall also be reviewed and approved by the following persons, no less than thirty (30) days prior to being presented to the Board for ratification: CBTF Board members
  6. The Manual/Tape/Course shall be considered UNOFFICIAL until such time as it receives ratification from the Board.

Re: Updates to Manuals/Tapes/Courses

  1. These will not require Board ratification if the change(s) in the Manual/Tape/Course is a ratified Board motion. Updates can be completed without approval/ratification of the entire Manual/Tape/ Course again.
  2. All written Board motions must indicate which Manual/Tape/ Course the update/change is to be inserted into and the Effective Date.

 

1998 FTM PROPOSAL #8 (AMENDED & RATIFIED - Motion #16 - 98 FBM)
 

Ron Kopas proposed that (Long-Range) you must work through Judges M1A through M5 progressively. (Short-Range) - Waive above policy until M1B is operating and allow M1A certified judges to take M2 for certification, on the condition they would obtain M1B certification when available.

This certification would apply to new judging candidates. All current judges are encouraged to attend M1A and M1B courses.

 

1999 WTM PROPOSAL #3 (RATIFIED - 99 SBM - MOTION #12)
  Dana Peteleski proposed that the draft of the new format CBTF Practice Judging Procedure be accepted with revisions.

 

1999 FTM PROPOSAL #5 (RATIFIED - 99 FBM - MOTION #23)
  Kristine Kernohan proposed that Level B and C Compulsory Moves be included in the Module 5 Judges Course. The candidate would purchase the M5 Manual and the Compulsory Video prior to attending the course. Upon arrival, the candidate would be required to write a test on the B and C Compulsories.

 

1999 FBM MOTION #29
 

Karen Gratton moved that, should a course conductor determine that an oral exam format is to be used in lieu of the standard written exam format for a judges, coaches or adjudicators course, special written permission shall be obtained from the CBTF Technical Chair after she/he has consulted with the course conductor, the appropriate National Rep, the appropriate Provincial Rep and the CBTF President.

INTENT: Only special cases shall be considered and reviewed on their own merits.

DIRECTIVE: This statement shall be included in all Judges, Coaches and Adjudicators course manuals.

 

2000 FBM MOTION #16
 

Karen Gratton moved that we destroy all files of written examinations and related paperwork from all past Judges Courses pertaining to the following:

  1. Judges who have completed all modules.
  2. Judges who have not been actively judging for a minimum of five years
  3. Files and exams that are older than six years.

Exception: All records, exams, etc. for WBTF Masters Course

Sylvia Kernohan proposed that M1A and M1B judging candidates no longer have to accumulate clerking hours as a pre-requisite. This will be retroactive to include all M1A and M1B Judges-in-Training.

Betty Davis moved that if a Coaches Course, Judges Course or SDP Adjudicators Course is offered and it is not able to run due to financial reasons, the Provincial Chairperson should contact the CBTF Treasurer to seek financial assistance from the CBTF before canceling the course. The CBTF Treasurer would review the request and a decision would be made in conjunction with the CBTF Executive.

DIRECTIVE: Monies should be set aside in the 2003-2004 budget for this purpose.

  Tina Larson moved that we host a "mock" L2/M1 Course in the fall of 2003. Each province is to try to send a minimum of one course conductor or technical representative as funds allow. Location: Toronto

Karen Gratton moved that CBTF subsidize the loss of $191.32 incurred by OBTA in running a combined M5 and WBTF Masters Course in the winter of 2003 as per motion #18 of the 2002 Summer Board Meeting.

Betty Davis moved that CBTF pay the cost for at least 1 of the 2 Judges who attended the Short Program Seminar in Japan to conduct a seminar in the East (Ontario) and the West (Alberta). These seminars should be held in the Fall of 2004. Certification will be offered if possible.

NOTE: Costs to be confirmed with CBTF Treasurer in advance.

 

2004 FBM MOTION #18
  Karen Gratton moved that currently certified M1A Judges can fulfill the M1B and M1C requirements by taking the M1 course.

 

2004 FBM MOTION #27
 

Karen Gratton moved that Proposal #20, 2004 FTM be accepted as amended:

That CBTF eliminate the Module 5 Judges Course and use the WBTF Masters Course exclusively. Applicants who achieve a passing mark of 60% will be designated as M5 Judges and certified to judge at a National Team Trial level. Applicants who achieve a passing mark of 70% shall have attained WBTF Master Certification and certified to judge at World Championships (as per WBTF rules).

CLARIFICATION: This will apply to those judges who have taken the Masters Course in the past twelve (12) months from the date of the 2004 FBM.

 

2004 FBM MOTION #28
 

Karen Gratton moved that Proposal #21, 2004 FTM be accepted as amended:

That Course Conductors for all CBTF Judging Modules must establish the number of competitions and/or the number of hours of Practice Judging required by each Course applicant prior to his/her receiving full certification in that module.

Karen Gratton moved that Proposal #22, 2004 FTM be accepted as amended:

That a CBTF member wishing to become a CBTF Judge must take the Module One Course before taking any other CBTF Judges' Course. He/she would then be permitted to take any other judges' courses that become available to him/her.

CLARIFICATION: The CBTF Technical Committee recommends that the judges' modules be taken in numerical order whenever possible.

2004 FBM MOTION #42
 

Karen Gratton moved that Proposal #37, 2004 FTM be accepted as follows:

That, if an applicant must rewrite any exam or re-do any practical exam for Module 2, 3 or 4 Judges Courses, the applicant or hosting organization must contact the Course Conductor and request that he/she provide a qualified person to oversee the rewrite. The suggested fee for the person overseeing the rewrite is $15.00 per hour and $10.00 marking fee for the Course Conductor.

CLARIFICATION: This procedure is already in place for Module One.

 

2004 FBM MOTION #44
 

Karen Gratton moved that Proposal #2, Nov 2004 Technical Committee Conference Call Meeting be accepted as follows:

That only applicants of CBTF Coaching and Judging Courses who are the minimum age or older within a year of the date of the course will be permitted to participate in the said course. However, applicants who are younger than the minimum age (but who will be turning the minimum age within a year of the course) must provide a letter of recommendation to the National Representative with a copy to the Course Conductor and Course Coordinator from an L2 Certified Coach or a recognized Club Director before being permitted to take the course.

 

2005 FBM MOTION #22
 

Karen Gratton moved that Proposal #13, 2005 STM be accepted as follows:

That course conductors be required to audit (ie: active participation and observation) a course prior to teaching it. If they are unable to attend the course they MUST complete the Home Study Program for that course. If a video of the actual course is available and the CC cannot attend the course, he/she must also view the video.

(Further to the above - the Board of Directors determined that, when there is a major revision to an existing course, the certified Course Conductors for the old version of the course must also audit the revised course prior to be recognized as the CC for that course.)

Karen Gratton moved that participants who have not taken the NCCP Part A course (and are therefore not fully certified as L1 Coaches) be permitted to take the L2/M1 course on Sept 5-7, 2008 in Edmonton, AB. These participants must take the NCCP Part A Course by Feb 1, 2009 and provide proof of attendance* to their prov coaches and judges reps in order to receive full L1 Certification.

CLARIFICATION: It is suggested that, due to the possible delay to receive an official NCCP certificate, card or letter of participation, all participants must ask their NCCP Part A Course Conductor to sign a letter verifying their attendance at the conclusion of the course and that this letter be forwarded immediately to their prov coaches and judges reps within two weeks of the course.

CLARIFICATION: All participants in the L2/M1 course must understand that they must also take their NCCP part B course before being fully certified as L2 coaches and M1 judges.

Karen Gratton moved that all coaching and judging course manuals be only available through the Manuals Coordinator. The manuals can either be emailed or by having a CD or hard copy mailed. The cost of an emailed or a CD copy will be half the price of a hard copy manual.

CLARIFICATION: as some of these manuals are very large, the purchaser's computer must be able to handle the size before it will be sent via email.

CLARIFICATION: any DVD's required for the particular course (eg: CBTF role model DVD is required for the M2/M3 courses) must be purchased through the CBTF Media Coordinator.

CLARIFICATION: payments for all hard copies, CD's and DVD's must be made prior to these being sent. Cash, cheques or Paypal (through the CBTF Store) are acceptable forms of payment.

Karen Gratton moved I Move to accept the CBTF Course Manuals License Agreement which permits a Course Coordinator or Province to be provided with the course cd in order to make copies of a specific course manual for the purpose of conducting a CBTF coaches or judges course. After the course, the coordinator/province must contact the CBTF treasurer to report how many manuals and participants there were and CBTF shall then invoice the province.

2013 Fall Conference MOTION #25 (Technical Proposal 5)
  Gail Ashcroft proposed that CBTF provide funding to re-assess the current coaches and judges programs in order to align with the CBTF Progressional Model through activities such as holding webinars & workshops, auditing courses and conducting technical strategic planning sessions (estimate budget of $8000).
