International Cup Qualifier & Competition

2004 SBM MOTION #15
 

Betty Davis moved that CBTF will hold a Qualifying Competition for the 2005 International Cup in Winnipeg, MB in the winter of 2005 (exact date to be confirmed). Athletes will qualify in Solo, 2 Baton, 3 Baton, Teams (6-8 members) and Groups (10-20 members). International Cup rules will apply. The following number will be eligible to represent Canada:

  • 12 Juniors (age 12-16) - first 6 will compete in Level A; next 6 will compete in Level B
  • 12 Seniors (age 17-20) - same as above
  • 12 Adult (ages 21+) - same as above
  • 6 Teams - first 3 will compete in Level A; next 3 will compete in Level B
  • 6 Groups - same as Teams

  Karen Gratton moved that the Qualifying Competition for the 2006 International Cup be held in conjunction with the Canadian Championships in July 2005.

Karen Gratton moved that Proposal #4, 2004 FTM be accepted as amended:

That the Team that is chosen to represent Canada at the WBTF World Championships cannot relinquish its position at Worlds to compete solely in the International Cup competition in that year.

Karen Gratton moved that Proposal #12, 2005 STM be accepted with the noted amendment:

That the International Cup Qualifier be as follows:

Solo/2-Baton/3-Baton

  • Every division shall have 2 rounds.
  • Order of Appearance for first round will be determined by random draw and final round will be in reverse order.
  • Sixteen (16) athletes in each division shall advance to the final round.
  • Twelve (12) athletes in each division will receive medals.
  • Divisions with 32 or more athletes shall be divided equally into 2 groups (Group A and Group B) by random draw for the first round (note: if there is an uneven number, Group B shall have the extra athlete).
  • The top eight (8) athletes shall be selected from each group to advance to the final round (total of 16)

Teams/Groups

  • Every division shall have 2 rounds.
  • Order of Appearance for the first round shall be determined by random draw and final round will be in reverse order.
  • A maximum of six (6) teams/groups shall advance to the final round.

  Karen Gratton moved that athletes in Individual, Team and Group events at the CBTF International Cup Qualifier Competition must be twelve (12) years old in the year of the International Cup Competition they are qualifying for, as per WBTF minimum age requirements.

Karen Gratton moved that a Team or Group who qualified for the International Cup Competition must compete with their full membership as listed on their International Cup Qualifier Entry Form (as per WBTF rules). Should a Team or Group have to revise its membership, it must provide a written request for permission to revise from the CBTF Executive.

Karen Gratton moved to amend Proposal #8, 1999 WTM to read:

That all minimum scores attained at any CBTF Type A & B Sanctioned Competition will count for advancement.

Exception: All International Cup Qualifier Events.

Karen Gratton moved that Proposal #18 of the 2007 Summer Technical Meeting be accepted as follows:

That flashcard scoring at Canadian Championships will be done for the following:
- Team Trials
- Level B Freestyle & Pairs Competition
- Preliminary Rounds for Winner/Championship Events
- Open Individual/Duet Events
- International Cup Qualifier

INTENT: Flashcards will no be used for Winner/Championship Finals, W/C Groups and all Grand National Events.

  Karen Gratton moved that the Canadian Qualifiers held for World Championships and International Cup be held in January/February/March of the year of the competition.

 

2008 SBM MOTION #10
 

Jeff Johnson moved that the Board accept OBTA's proposal for the 2009 International Cup Qualifier event. Key elements of the proposal are:

  1. Establish a deadline of October 31, 2008 for athletes to declare their intent to compete at the 2009 Intl Cup. This declaration is to include the event(s)/division(s)/level(s) in which they are applying to compete along with a $100.00 non-refundable fee per athlete**.
  2. If there are fewer applicants than spots available for a particular event/division/level, then the team (contingent) will be established based on those applicants.
  3. If there are more applicants than spots available for a particular event/division/level, then CBTF will hold and fund a Qualifier Event for those events/divisions/levels.
  4. The OBTA will host an Open Competition on the same weekend.
  5. The Competition Director for the Qualifier Event will be determined by the CBTF Board of Directors.
  6. The Event is planned for the weekend of March 14/15, 2009 or the weekend of March 21/22, 2009 (in Ontario).

 

2008 FBM MOTION #11
 

Kyla Wilson moved that all contingent members (athletes, coaches, judges) to the International Cup be presented with recognition certificates.

INTENT: these to be presented at the International Cup competition.

 

2008 FBM MOTION #12
 

Karen Gratton moved that small, but significant, awards or gifts be given by CBTF to the athletes who place in the top 3 at International Cup.

INTENT: This job to be coordinated by CBTF 1st Vice-President who will acquire results from the CBTF Technical Chair.

CLARIFICATION: Awards will be ordered immediately following the competition and sent to the athlete's province for special presentation.

CLARIFICATION: Team and Group members (plus alternates) will each receive an award.

  Karen Gratton moved that the CBTF Executive be given the authority to determine any further details pertaining to the International Cup Qualification procedure.

Joanne Moser moved that the President post the International Cup vacancies on the CBTF website, and contact each provincial head to advise of the available spaces for Canadian athletes (by telephone). Further, the late fee shall be $50.00, in addition to the $100 application fee.

NOTE: The $50 fee will be placed into the Contingent account not as a credit against the individual's account.

  • That Canada shall send Elite, A and B level athletes (individual, pairs, team, group) to the 2011 International Cup.
  • That no qualifying score shall be required to enter the 2011 Cdn IC Qualifier
  • That, to qualify, WBTF age divisions (Jr, Sr, Adult), WBTF content restrictions (Level A, Level B) and WBTF judging criteria shall apply.
  • That athletes will specify the WBTF events & levels they wish to qualify for.

Taken from minutes: Some divisions have 6 or fewer athletes declared. These NQR Divisions (No-Qualifier-Required) are consider 'closed' and will not compete at the International Cup Qualifier in Calgary.

  Bonnie Brinker moved that the International Cup declaration be modified to state that athletes must compete at the International Cup Qualifier regardless of the number of declarations for their division.

  Elan Paluck moved that, for the 2013 International Cup Qualifier, ICQ coaches submit digital electronic music with each entry, via USB stick or e-mail. USB sticks will not necessarily be returned.

I move to accept the following Tie-Breaking Process for the International Cup Qualifier:

  1. Preliminary Round - All Events
    • In a Division of 20 or fewer, all athletes tied for 10th will move to Finals.
    • In a Division of 21 to 40:
      • From the Preliminary Round, the first 5 athletes (including those tied for 5th place) will move directly to Finals
      • The next 10 athletes, including all that are tied for the final advancing position, will move on to re-compete in the Semi-Final Round
    • In a Division of 41 or more:
      • From the Preliminary Round, the first 5 athletes (including those tied for 5th place) will move directly to Finals
      • The next 15 athletes, including all that are tied for the final advancing position, will move on to re-compete in the Semi-Final Round
  2. Semi-Final Round - All Events
    • In a Division of 21 to 40:
      • The number moving from the Semi-Final to Finals is always enough required to round out the Final Round field to 10 athletes. All athletes tied for the final advancing spot from the Semi-Final move on to re-compete in the Final Round.
    • In a Division of 41 or more:
      • The number moving from the Semi-Final to Finals is always enough required to round out the Final Round field to 10 athletes. All athletes tied for the final advancing spot from the Semi-Final move on to re-compete in the Final Round.
  3. Final Round - All Events
    • All ties in final rounds shall remain unbroken for all placings except the last qualifying spot in the division. That tie shall be broken in the following method:
      1. The lowest total place points (ordinals) from the Preliminary Round breaks the tie
      2. If a tie still exists, the highest Total Net Scores from the Preliminary Round breaks the tie
      3. If a tie still exists, the athletes tied for the final advancing spot will twirl-off with a panel of five scoring judges (along with penalty judges as required).

That the cost sharing policy for Canadians and Trials (International Cup or World Championship) be revised as follows:

  • The first $1000 of profit belongs to the Local Organizing Committee (LOC)
  • Profits in the range of $1001 – 21,000, will be shared as follows:
    • CBTF – 75% of the profit
    • Host – 25% of the profit
  • Profit exceeding $21,000 the LOC and the CBTF will share equally share this amount in a 50/50 ratio.

CBTF shall assume any losses that may result.

Clarification: The Open competition held in conjunction with the Canadian Winner/Championship event is considered to be part of the overall operating budget of that event. The Open competition held in conjunction with the International Cup Qualifier or the Canadian Team Trials in not considered to be part of the overall operating budget for that event.

Move that the flooring surfaces used for all CBTF-sanctioned competitions and events (eg: clinics, workshops) must be deemed suitable for baton twirling and safe for athletes by the Event Directors (and, if necessary, in consultation with the CBTF Technical Chairperson). Wooden flooring shall be considered the most favorable choice and all attempts to secure a facility with a wooden floor shall be made; however flooring that is also used for other sporting or dance activities (eg: "TempoTile") shall be deemed acceptable.

OTHER POINTS

  • All attempts shall be made to secure a facility where the practice area flooring is of the same material as that of the main competition floor.
  • No tarp (ie: heavy plastic) shall be permitted to be placed on top of the permanent flooring surface during baton twirling events.
  • Soccer Pitch flooring (sticky, sponge-like material) shall not be permitted for any baton twirling events.
  • Concrete flooring is not recommended and shall be avoided, if at all possible.
  • Flooring shall be properly cleaned and maintained by facility officials to avoid stickiness, being too smooth (causing athletes to slip) or in any way create a risk factor that would affect the safety of the competition participants.
  • Should it be necessary to rent a temporary wooden floor, competition & facility officials, along with the floor installers, shall check the surface for uneven seams, gaps, warped or splintered areas and shall ensure that the flooring has been properly fitted and aligned prior to the beginning of the event. Edges and corners shall be clearly defined or marked. A temporary floor should be the size of a regulation basketball court (approx 84 feet long x 50 feet wide) or larger.

DIRECTIVES

  • The type of flooring material shall be stated in the competition brochure should the flooring be anything other than wood.
  • If the flooring is not wood, open practice time should be made available to the athletes prior to the competition in order to try out the floor, if at all possible.
  • This motion to be inserted into the CBTF Policy Manual, CBTF Competition Manual and CBTF Risk Management Policy.

That, due to the potential risk & danger factor, the following shall be permitted for use by athletes only in confined and designated spaces in practice/warmup areas at CBTF sanctioned competitions:

  • powders used as drying agents (eg: rosin, talcum powder)
  • liquids (eg: liquid rosin, excess water)
  • substances that can be used to make areas of the body tacky or sticky in order to assist the baton to roll more easily.

CLARIFICATIONS

  1. No powder may be used at or near the main competition floor entrance, in the seating/bleacher areas, dressing rooms or any place where it may be tracked onto the practice or main gym floors.
  2. Competition directors shall provide a receptacle in the practice gym (and away from main gym entrances) in order to catch any of the loose powder that inevitably results from the application of any powders.
  3. Coaches and athletes shall be responsible for any cleanup resulting from use of powders or liquids.

2013 Fall Conference MOTION #19 (Pre-FTM Proposal 8)
 

Karen Gratton proposed that the number of judges for the rounds at International Cup Qualifier (based on six National judges as selected through the Judges’ Selection Process and 3 local M2 or higher judges trained as penalty judges) be as follows:

Individual/Artistic Pair Events

Preliminary Round 3 lanes of 2 judges each plus 1 penalty/content restriction judge
Semi-Final Round (if required) 2 lanes of 3 judges each plus 1 penalty/content restriction judge
Final Round: 2 lanes of 3 judges each plus 1 penalty/content restriction judge

Team/Group Events

Prelimary Round 2 lanes of 2 judges each plus 1 penalty judge and 1 content restriction judge on each lane
Final Round 2 lanes of 3 judges each plus 1 penalty judge and 1 content restriction judge on each lane 

CLARIFICATION: It is acceptable for one or both Preliminary Round judges of an event/division to be a member(s) of the Final Round (and Semi-Final Round) judges’ panel of the same event/division.

 

2013 Fall Conference MOTION #20 (Pre-FTM Proposal 9)
  Karen Gratton proposed that Penalty and Content Restriction judges required for the International Cup Qualifier must hold a CBTF M2 or higher certification and shall be selected by the CBTF Technical Chairperson in consultation with Local Host Organizing Committee Chairperson. Those chosen may also be hired to judge any open competition held in conjunction with the ICQ.

2013 Fall Conference MOTION #27 (Technical Proposal 7)
  Stephanie Hewis proposed that an additional Canadian judge be hired for future International Cup Qualifier and Canadian Team Trial events; increasing the number of judges to seven (7).

  I move that CBTF provide an honorarium (amount to be determined) for additional Canadian judges that will be required at the 2015 International Cup.
