Betty Davis moved that each province be required to pay $500.00 toward the hosting of Canadian Team Trials and Canadian Championships each year. CBTF will invoice each province and forward the money collected to the Host Province. A written statement addressed to the CBTF Treasurer from a province stating that they are unable to pay all or any portion of the amount will be required. The CBTF Treasurer shall then notify the Host Province. Full payment shall be required by March 1st of each year.

DIRECTIVE: An explanation as to why a province cannot pay all or a portion of this fee must accompany the written statement.

Betty Davis proposed that CBTF offer to pay Ontario and Saskatchewan 2 hours of gym time each and pay the cost of the video tapes as required in order to video tape all levels of pre-competitive routines prior to January 1, 1999. This cost would be to a maximum of $60.00 for each province. These provinces would be required to submit videos of the Standardized Routines for Forward Motion, Pre-Medley, Pre-Solo Dance Twirl, Pre-Solo and Pre-2-Baton for use in the development of CBTF Judges and Coaches courses.

DIRECTIVE: Completed video tapes to be forwarded immediately to the National Video Librarian. Receipts must be provided. A panel of experienced M1 or M2 Judges shall give a grade to each routine.

Myra Kirk moved that a Coaches' Course Conductor Seminar be held prior to the 2000 Winter Technical Meeting to include the National Coaches Representative, current Certified Pre-Level 1 Course Conductor, pending Course Conductors and a representative from each province which does not currently have Pre-Level 1 Course Conductor residing in their province. Airfare to be funded by the CBTF.

NOTE: The Seminar would include further work on the (new Level 1) manual, the course conductors' manual and the practical components.

INTENT: A Job Description will be created which will be sent out by CBTF with an application form and request for resumes to fill the permanent position.

Under no circumstances will monies be paid out unless receipts have been handed into the CBTF Treasurer.

Betty Davis moved that if a Coaches Course, Judges Course or SDP Adjudicators Course is offered and it is not able to run due to financial reasons, the Provincial Chairperson should contact the CBTF Treasurer to seek financial assistance from CBTF before canceling the course. The CBTF Treasurer would review the request and a decision would be made in conjunction with the CBTF Executive.

DIRECTIVE: Monies should be set aside in the 2003-2004 budget for this purpose.

Karen Gratton moved that Sylvia Kernohan be hired as the CBTF Data Entry Processor at an hourly fee of $15.00 per hour for a one year term August 1, 2002 - July 31, 2003 to a maximum of $4,000.

Bill Vanderboor moved that the CBTF purchase two laptop computers to use primarily for tabulation.

INTENT: To purchase used equipment to a maximum of $2000 and should run on Windows 98 or higher.

Kirk Guttman moved that CBTF pay the costs to construct shipping boxes for large trophies. CBTF will also pay the costs of shipping trophies to and from the National Championships. Trophies will also be repaired this year (2002) and the costs of repairs will be picked up by CBTF.

INTENT: Holders of the trophies will accept responsibility upon receipt and will be financially responsible for damage to the trophies. The recipient is responsible for engraving costs including the name and year.

Karen Gratton moved that CBTF become a Gold Sponsor in the TSN production of the 2002 World Championships at a cost of $10,000 with the understanding that, should the venture realize a profit, CBTF shall receive 20% to be designated towards the promotion of Baton in Canada.

That competition directors must send a list of judges who are hired for a competition to the National Judges Rep a minimum of three weeks prior to the competition. The Judges Rep must be notified of any changes. Failure to do this will result in a $50.00 fine payable to CBTF. The CBTF Judges Rep shall receive notification of all competitions and dates from the CBTF Sanction Officer. The Judges Rep will advise the CBTF Treasurer if a list (of judges) was not received and an invoice will be sent to the competition director.

• DVD's forwarded to Rachel for management of the library's inventory. Stock to be restocked as required.

Michelle Bretherick moved that the CBTF Treasurer shall invoice each province at the beginning of November each year for SOCAN fees. Based on the athlete number as at June 1st of each year, the annual fee charged will be as follows:

Small Clubs - 9 or less athletes = $20.00
Medium Clubs - 10-20 athletes = $60.00
Large Clubs - 21 or more athletes = $105.00

Clarification: This will not include clubs that are already licensed by SOCAN.

Jeff Johnson moved that the Board accept OBTA's proposal for the 2009 International Cup Qualifier event. Key elements of the proposal are:

1. Establish a deadline of October 31, 2008 for athletes to declare their intent to compete at the 2009 Intl Cup. This declaration is to include the event(s)/division(s)/level(s) in which they are applying to compete along with a $100 non-refundable fee per athlete**.
2. If there are fewer applicants than spots available for a particular event/division/level, then the team (contingent) will be established based on those applicants.
3. If there are more applicants than spots available for a particular event/division/level, then CBTF will hold and fund a Qualifier Event for those events/divisions/levels.
4. The OBTA will host an Open Competition on the same weekend.
5. The Competition Director for the Qualifier Event will be determined by the CBTF Board of Directors.
6. The Event is planned for the weekend of March 14/15, 2009 or the weekend of March 21/22, 2009 (in Ontario).

That all judges at competitions held at Canadians be paid the same hourly rate.

CLARIFICATION: This includes Canadian Team Trials, Level B Freestyle/Pair competition, Winner/Championship Individual, Duet & Group events and Open Competition.

That the fee structure for judges at Canadian Championships be changed to a daily rate that would include per diem and judging fees based on the CBTF approved rate that is currently in effect.

• $1001 and more- President must notify the Treasurer, 1st VP and 2nd VP

Karen Gratton moved that the CBTF fees for the following shall remain unchanged for 2008-2009:

• Membership
• Late Membership
• Sanction
• Grievance filing
• Manuals, DVD's and CBTF Music CD's

Karen Gratton moved that the "Part Day Rate" for Judges at Canadians will be the current Canadians' hourly judging fee. Should a meal(s) be required during this time, the CBTF per diem rates will apply.

CLARIFICATION: Definition of "Part Day" shall be 4 hours or less.

Joanne Moser moved that the President post the International Cup vacancies on the CBTF website and contact the provincial heads to advise of the available spaces for Canadian athletes (by telephone). Further, the late fee shall be $50.00 in addition to the $100.00 application fee.

NOTE: The $50 fee will be placed into the Contingent's account not as a credit against the individual's account.

a. Direct Members may compete at a Provincial Championship for a qualifying score in order to proceed to Canadians (similar to the model for Trans-Canada Pairs & Teams).

b. That rates for each category of membership be determined by the President and 2nd Vice President and communicated to the BOD for approval.

Michelle Bretherick moved that CBTF include a yearly budget for 1 member to attend the WBTF Winter Meetings with discussion taking place at the FBM to determine the need for CBTF to send an additional member to the meeting. At that time, the Board will review the agenda topics of the WBTF Winter Meetings, the cost of attending and the fiscal position of the organization to decide if an additional representative should be sent.

Karen Gratton moved to accept the following with regards to the SDP manuals:

1. Increase the cost of the CBTF SDP Manual from $15 to $20. This manual will be available through the CBTF Manuals Coordinator as hard copy only.
2. The SDP Course Conductor's Handbook is sent out to new Course Conductors by the CBTF Manuals Coordinator at no charge.
3. The SDP Adjudicators Handbook fee shall remain at $5.00. Adjudicators must also order the SDP DVD through the Media Coordinator for $25.00.

Karen Gratton moved that all coaching and judging course manuals be only available through the Manuals Coordinator. The manuals can either be emailed or by having a CD or hard copy mailed. The cost of an emailed or a CD copy will be half the price of a hard copy manual.

CLARIFICATION: as some of these manuals are very large, the purchaser's computer must be able to handle the size before it will be sent via email.

CLARIFICATION: any DVD's required for the particular course (eg: CBTF role model DVD is required for the M2/M3 courses) must be purchased through the CBTF Media Coordinator.

CLARIFICATION : payments for all hard copies, CD's and DVD's must be made prior to these being sent. Cash, cheques or Paypal (through the CBTF Store) are acceptable forms of payment.

CLARIFICATION: Handling fees will be determined by the Manuals Coordinator and adjusted accordingly from time based on current Canada Post rates.

CLARIFICATION: the Manuals Coordinator shall be provided with a small number of the pre-event DVDs by the Media Coordinator so that they are included when a purchaser orders the L2/M1 manual.

Clarification: The Open competition held in conjunction with the Canadian Winner/Championship event is considered to be part of the overall operating budget of that event. The Open competition held in conjunction with the International Cup Qualifier or the Canadian Team Trials in not considered to be part of the overall operating budget for that event.
