Sandra Watt moved that the additional adjudicators be certified to evaluate the Badge Program candidates. The method of certification to be as follows:

1. Provincial technical chairperson, in conjunction with certified Level A course conductors will invite applications from interested persons who have successfully completed Level A coaching program.
2. A workshop will be held to review the Badge Program video and the printed course outline.
3. Decisions regarding individuals to be certified with be made by the Technical Chairperson in conjunction with course conductors. In the case of provinces who have not yet offered Level A Coaching, the procedure will be as follows for 1 year and reviewed in July 86:
   1. The provincial technical chairpersons will write applications from interested parties who are members of the prov. assoc. This will include a resume of qualifications.
   2. The decision will be made by the National Badge Officer and the provincial technical chairperson.
4. The names of certified adjudicators will be submitted by technical chairpersons to Sylvia Kernohan.
5. Every effort will be made to maintain the high quality of adjudication.

Tim King moved that the adjudicator's certification process as attached be accepted with the following amendments:

1. That adjudicators for yellow/orange level badges be registered CBTF Coaches.
2. That adjudicators for red level to gold pin levels be certified Level One Coaches (Level A Coaches).

Sharon Donald moved that the wording of Motion #43 of the 1994 Winter Technical Meeting be revised to the following:

That Badge exam score sheets be one (1) copy which is given to the coach/athlete after a badge test. The athlete will now see the numeric mark. The Master Schedule will continue to be in triplicate and distributed as follows:

• Original - Adjudicator
• 2nd copy - provincial badge officer
• 3rd copy - national badge officer

Each province will be responsible for copying their own badge exam score sheets. CBTF will continue to provide triplicate NCR Master Schedules.

Sharon Donald moved that Badge Adjudicators are not required to be members of the CBTF Judges' Association.

A grading fee of $5.00 be paid per CBTF Badge Adjudicator's exam. This fee is payable to CBTF and is to be sent to the CBTF Badge Officer, or designate, by the province after results are released to participants. Results of exam(s) are to be released from CBTF Badge Officer, or designate, within thirty (30) days from date of examination or date received by CBTF Badge Officer.

That, if a CBTF Badge Adjudicator tests a badge level that he/she is not certified to test, a $100.00 fine will be charged by the CBTF Badge Officer to this individual. The Adjudicator in question must forward a cheque, payable to CBTF, to the CBTF Badge Officer. Until the fine is paid in full, the Badge Adjudicator will not be allowed to adjudicate badges. Future CBTF membership recognition would be revoked until payment is received in full.

That a Badge Commission be struck to make necessary changes and updates to the CBTF Badge Program. CBTF Badge Officer (Nancy Beachin) should establish a meeting date and location in the winter of 1996. Notice of such meeting should be sent to all Provincial Chairs, all provincial badge officers and any other interested individuals. CBTF to pay the cost of the meeting room (if necessary) and expenses normally paid for the CBTF Badge Officer.

That Provincial Badge Officer must be notified of a pending badge test in order to:

1. confirm that the Badge Adjudicator is certified to adjudicate the necessary badge level(s);
2. confirm that the Badge Adjudicator is a currently registered CBTF member; and
3. release badge test forms (ie: copying of forms by the coaches is NOT allowed). Only provincial badge officer, or designate, is to supply forms.

Nancy Beachin proposed that the Faces be omitted from the Orange Badge. It is to be replaced with a Body Technique Element that reflects the omitted element and is specific to the sport.

Nancy Beachin proposed that "Can-Strut" be omitted from the Badge Program Title and replaced with just "Can-Twirl". Part I will refer to Baton Technique and Part II will refer to Body Technique.

DIRECTIVE: Nancy to ensure the Badge Manual and Score Sheets are changed to reflect the new title.

Nancy Beachin proposed that Forward March is added to the Yellow Badge and omitted from the Orange Badge. A Body Technique Element that reflects the omitted element and is specific to the sport with replace Forward Motion in the Orange Badge.

DIRECTIVE: Nancy will ask Deardra Leslie for input and will revise the Badge Manual to incorporate this change.

Nancy Beachin proposed that we omit the Flanks in the Orange Badge and replace it with Basic Strut Marching in a square in both directions.

DIRECTIVE: Nancy to revise the Badge Manual to reflect this change.

Nancy Beachin proposed that the commands be omitted from the Red Badge and replaced with Body Technique Elements that reflect the omitted elements and that are specific to the sport.

Kristine Kernohan proposed that the Skills Development Program revision as presented at the 99 FTM be accepted, in principle, effective immediately.

CLARIFICATION: Instructional Video, Adjudicator Training Process, Specialty Badges, cost of each ribbon, badge & pin, and detailed written descriptions to follow for presentation at the 2000 WTM.

INTENT: The entire program to be in place and ready for distribution immediately after Board ratification at the 2000 SBM.

Karen Gratton moved that, should a course conductor determine that an oral exam format is to be used in lieu of the standard written exam format for a judges, coaches or adjudicators course, special written permission shall be obtained from the CBTF Technical Chair after she/he has consulted with the course conductor, the appropriate National Rep, the appropriate Provincial Rep and the CBTF President.

INTENT: Only special cases shall be considered and reviewed on their own merits.

DIRECTIVE: This statement shall be included in all Judges, Coaches and Adjudicators course manuals.

Wendy Cruickshank proposed that former Adjudicators of the CBTF Badge Program be grandfathered in as Adjudicators of the Skills Development Program (SDP). To achieve this level they must first complete these requirements:

• Purchase a new SDP Manual
• Purchase a new SDP Demonstration video
• *Attend an SDP Adjudicators Updating Seminar

Exceptions to this requirement must be submitted in writing to the National SDP Rep. Only extenuating circumstances will be considered.

DIRECTIVE: These requirements must be completed by Oct 31, 2001

That the Skills Development Program be considered complete. It shall be reviewed at the 2005 Fall Technical Meeting. Exceptions to this are the Specialty Badges which will be addressed as they become complete.

DIRECTIVE: People wishing to have any revisions made to the Program must submit them in writing to the CBTF SDP Rep prior to August 1, 2005.

Karen Gratton moved that CBTF allow participation in the White Ribbon Program without the requirement of buying a CBTF membership providing that the coach is a CBTF registered coach and the lessons/events are sanctioned.

INTENT: Should an athlete want to continue on in Baton Twirling (eg: Yellow Badge, etc) he/she will be required to become a CBTF member.

Rita Eggett moved that a report from the CBTF Data Processing Person indicating the badge status of each athlete be issued to each club and each Provincial Chair September 1st of each year. The report should indicate the members of the applicable club as of September 1st.

The CBTF Treasurer would review the request and a decision would be made in conjunction with the CBTF Executive.

DIRECTIVE: Monies should be set aside in the 2003-2004 budget for this purpose.

That CBTF authorize Sylvia Kernohan (SDP Rep) and Karen Gratton (CBTF Technical Chair) to select the members of a Sub-Committee for an SDP Workshop and Pre-Events Review in 2005.

DIRECTIVE: Consideration must be given to ensure that no travel or accommodation expenses will be incurred by CBTF for this Workshop.

Karen Gratton moved that Proposal #36, 2004 FTM be accepted as amended:

That, as a pre-requisite to being certified as a Level One Coach, an applicant must have their Yellow, Orange, Red and Maroon Badges.

Karen Gratton moved that the National SDP Rep, in consultation with the CBTF Technical Chair, be permitted to make reasonable minor updates to SDP badges when deemed necessary without need for a board motion to allow them.

1. Increase the cost of the CBTF SDP Manual from $15 to $20. This manual will be available through the CBTF Manuals Coordinator as hard copy only.
2. The SDP Course Conductor's Handbook is sent out to new Course Conductors by the CBTF Manuals Coordinator at no charge.
3. The SDP Adjudicators Handbook fee shall remain at $5.00. Adjudicators must also order the SDP DVD through the Media Coordinator for $25.00.
