  Jennifer Meron moved that for all CBTF approved Unofficial Events, CBTF approves these events only with the stipulation that competition directors take all reasonable precautions to ensure the safety of the participants.

Klaus Bower moved that the following be accepted as the CBTF Risk Management Policy:

A. The Competition Director or designate and/or the Head Judge shall have the authority to immediately stop the competition whenever a risk factor related to safety becomes evident.

B. If this situation occurs during individual competition, the competition on the lane where the situation occurs shall be stopped on that lane only by the competition director and/or the judge judging that event.

C. If an athlete has to leave the competition to seek outside medical assistance because of a situation that has occured during a competition, they will require a Medical Certificate in order to continue competing.

D. If the situation involves a medical injury or illness, the competition director, in consultation with authorized medical personnel, shall determine whether the athlete(s) may be allowed to continue competing. The CBTF Risk Managment requires that a medical certificate be obtained before the athlete(s) is/are allowed to continue competing at that competition.

Items A, B, C & D must be included in Competition Brochures or otherwise be made known to parents and all members of the CBTF.

E. If a risk factor related to safety becomes evident during a CBTF sanctioned event other than a competition, the Event Co-Ordinator or person in charge will have the authority to stop the event until the safety issue is resolved.

 

1993 FTM MOTION #4 (Ratified - 93 FBM)

Theresa Eyssens moved that, if a mishap occurs at a competition, the judge(s) who were affected by the mishap will direct the athlete/group to stop competing and, in consultation with the Head Judge and the Competition Director, will assess the mishap. They will then determine if the athlete/group will re-compete or not. If so, the athlete/group will start at the beginning of the routine and judging will commence at the point where the mishap occurred.

EXAMPLES OF MISHAPS: costume failure, power failure, music failure

CLARIFICATION: The CBTF Risk Management Policy will apply to more serious situations (eg: accidents, injuries).

 

1993 FTM MOTION #5 (Ratified - 93 FBM)
  Theresa Eyssens moved that for risk management purposes, the number of athletes in the designated practice area for National Team Trials be restricted to the next seven (7) competing athletes.

 

1993 FTM MOTION #16 (Amended and Ratified - 93 FBM)
  Tina Larson moved that for individual events at Canadian Championships, each athlete will be provided a 12' by 12' area for practice. This will be used to calculate the number of next competing athletes allowed in the practice area.

 

1993 FTM MOTION #17 (Ratified - 93 FBM)
  Susan Irwin moved that during the corps competition at the Canadian Championships, only the next two (2) competing corps to compete will be permitted in the practice area.

 

1993 FTM MOTION #18 (Amended & Ratified - 93 FBM)
  Linda Boyd moved that during CBTF Team and Dance Twirl Team competition at Canadian Championships, only the next three (3) competing teams be allowed into the practice area.

 

1993 FTM MOTION #19 (Ratified - 93 FBM)
  Betty Davis moved that for open practice and run through for the purpose of music test be restricted at the discretion of the Competition Director. This would mean the time before and after the competition.

 

1995 FBM MOTION #18
  Deardra Leslie moved that the CBTF 2nd Vice-President investigate Theme Corps in regards to insurance and risk management (due to the nature of the event). The results of this investigation must be in writing. Copies of this investigation to be sent to CBTF Group Rep, CBTF Technical Chair and CBTF President prior to 96 SBM. Presentation of investigation results to occur at 96 SBM.

  Betty Davis moved that at all CBTF-sanctioned Type A, B and C Competitions, it is mandatory to have qualified medical personnel whose qualifications include current Sports First Aid Level 1 and CPR (or equivalent training) as a minimum in safety training. When medical personnel is provided at other CBTF-sanctioned events (eg: camps, athletic clinics/workshops), they must meet the same minimum requirements.

  Laura Jean moved that tarp flooring shall not be considered safe for use in CBTF Events.

 

1998 SBM MOTION #19
 

Michelle Potter moved that we form a National CBTF Risk Management Committee to be headed up by Heike Hangebruch-Brown.

RECOMMENDATION: That there be representation on this Committee from as many provinces as possible.

 

1999 SBM MOTION #5
 

Ron Kopas moved that the following guideline be established to determine boundaries for lane sizes at CBTF sanctioned competitions:

  • Compulsory moves, Pre-events, Solo, 2-Baton & Duet - 15 feet (wide)
  • Medley, Solo Dance Twirl - 30 feet (wide)

 

2000 FTM PROPOSAL #11 (AMENDED & RATIFIED - 2000 FBM - MOTION #12)
 

Susan Hall proposed that, for Individual and Duet events at Canadian Championships, a pre-determined number of sets may warm up on the competition floor as determined by the Competition Director and CBTF Technical Chair as per Risk Management guidelines and two (2) run- throughs of the music are played to determine the correct speed of the music for the next event.

CLARIFICATION: Competition directors at open and provincial competitions may employ whatever method best suits their situation (based on number of athletes, practice area available and time restrictions) with regard for Risk Management.

2008 FBM MOTION #45
  Sylvia Kernohan moved that CBTF adopt the following standard Waiver as presented at the 2008 Fall Board Meeting for all CBTF sanctioned events that require a Waiver.

Move that the flooring surfaces used for all CBTF-sanctioned competitions and events (eg: clinics, workshops) must be deemed suitable for baton twirling and safe for athletes by the Event Directors (and, if necessary, in consultation with the CBTF Technical Chairperson). Wooden flooring shall be considered the most favorable choice and all attempts to secure a facility with a wooden floor shall be made; however flooring that is also used for other sporting or dance activities (eg: "TempoTile") shall be deemed acceptable.

OTHER POINTS

  • All attempts shall be made to secure a facility where the practice area flooring is of the same material as that of the main competition floor.
  • No tarp (ie: heavy plastic) shall be permitted to be placed on top of the permanent flooring surface during baton twirling events.
  • Soccer Pitch flooring (sticky, sponge-like material) shall not be permitted for any baton twirling events.
  • Concrete flooring is not recommended and shall be avoided, if at all possible.
  • Flooring shall be properly cleaned and maintained by facility officials to avoid stickiness, being too smooth (causing athletes to slip) or in any way create a risk factor that would affect the safety of the competition participants.
  • Should it be necessary to rent a temporary wooden floor, competition & facility officials, along with the floor installers, shall check the surface for uneven seams, gaps, warped or splintered areas and shall ensure that the flooring has been properly fitted and aligned prior to the beginning of the event. Edges and corners shall be clearly defined or marked. A temporary floor should be the size of a regulation basketball court (approx 84 feet long x 50 feet wide) or larger.

DIRECTIVES

  • The type of flooring material shall be stated in the competition brochure should the flooring be anything other than wood.
  • If the flooring is not wood, open practice time should be made available to the athletes prior to the competition in order to try out the floor, if at all possible.
  • This motion to be inserted into the CBTF Policy Manual, CBTF Competition Manual and CBTF Risk Management Policy.

That, due to the potential risk & danger factor, the following shall be permitted for use by athletes only in confined and designated spaces in practice/warmup areas at CBTF sanctioned competitions:

  • powders used as drying agents (eg: rosin, talcum powder)
  • liquids (eg: liquid rosin, excess water)
  • substances that can be used to make areas of the body tacky or sticky in order to assist the baton to roll more easily.

CLARIFICATIONS

  1. No powder may be used at or near the main competition floor entrance, in the seating/bleacher areas, dressing rooms or any place where it may be tracked onto the practice or main gym floors.
  2. Competition directors shall provide a receptacle in the practice gym (and away from main gym entrances) in order to catch any of the loose powder that inevitably results from the application of any powders.
  3. Coaches and athletes shall be responsible for any cleanup resulting from use of powders or liquids.
