Elaine Jacobs moved that the recommendations for election procedures be accepted:

6. If there is only one nominee for an office, ballots will still be cast.

D: Scrutineers
4. That the scrutineers, after counting the ballots, will report to the presiding officer, eg: Candidate A received a majority or there was no majority.

E: Majority
4. If there is only one nominee and there is no majority there is no election and the position is vacant.

G: Procedures
3(c). If the person nominated is not present, the presiding officer shall ask the member making the nomination if she/he has written acceptance from the nominee. If he/she has not, a recess of 15 minutes may be called at the end of nominations for that position to contact the nominee so that the presiding officer can obtain his/her acceptance.

6. If elections .... are will take office immediately following the end of the competition. The present executive will fulfill their obligations regarding the duties of their office.

7. If a newly elected executive committee member was, at the time of the elections, a member of the CBTF Board of Directors representing a province or a group .... resign that board position within 30 days of taking office as an executive member.

Betty Infilise moved that Election Procedures II, B, Roll Call, page 3 read:

1. The presiding officer will conduct a roll call of voting national delegates:
- 1 provincial delegate from each province in good standing;
- 1 national coaches representative;
- 1 national judges representative;
- 1 national athletes representative.

1. Voting will be done by secret ballot.

1. A majority means more than half the votes cast by persons legally entitled to vote, include blanks.

3. If no candidate receives a majority and there are more than two candidates, the candidate receiving the lowest number of votes shall be allowed to withdraw, but he/she may remain on the ballot. Balloting will continue until one candidate receive a majority vote. Before a subsequent balloting takes place, a voting delegate may request a 15 minute recess before the next ballot. If, after 3 ballots, no candidate receives a majority, the presiding officer will declare "no election" and nominations will be taken from the floor.

Betty Infilise moved that II. Election Procedures, E. Majority, page 5 read:

4. If there is only one candidate nominated to a position and he/she does not receive a majority, the presiding officer will declare "no election" and nominations will be taken from the floor.

Betty Infilise moved that II. Election Procedures, G. Procedures, page 6 read:

6. If elections are held just before the Canadian Team Trials and/or Championships, the newly elected executive committee will take office 48 hours following the end of the competition. The ongoing executive members will fulfill their obligations regarding the duties of their office.

Sandi Smith moved that the Constitution be amended as follows: Page 33 - Article VII, Section II, Item 11.5.2 to become:

In the event that no nominations to elected positions are received, the Nominations Committee shall inform the Directors that nominations will be taken from the floor at the Annual General Meeting. The Committee should consist of no more than three (3) members.

Laura Jean moved that the CBTF Sanction Officer, CBTF Badge Officer and CBTF Group Commissioner be elected by the Board of Directors at the Annual General Meeting as per CBTF Election procedures.

Effective Immediately.

CLARIFICATION: Each will have a two year term.

Joyce Ormshaw moved that the procedure to elect the CBTF Athletes Rep, as per Motion #12, 1993 FBM, be amended to read:

1(b). Nomination Forms received shall be processed by the CBTF Nominations Committee.

Eliminate the following: "... and this will become the duty of the Athletes Rep for future election years."

INTENT: To stay consistent with CBTF election procedures for other Board positions.

Leisha Strachan moved that we accept the Nomination Committee for the upcoming elections (1998-2000). The Committee is: Elva Taylor, Joyce Ormshaw and Betty Davis.

Betty Davis moved that CBTF Policy Manual, Section X "CBTF National Elections" be amended to allow the Board of Directors to appoint a Judges Representative, Coaches Representative or Athletes Representative in the event that a "no election" is called at any national election held for any of the above positions.

Clarification: Person nominated for the position who received the "no election" vote will not be considered for appointment.

Intent: Make revision to Policy Manual.

Tina Larson moved that the elections for Judges Rep, Coaches Rep and Athletes Rep be changed to the candidate receiving the highest number of votes in the ballots cast as the elected candidate.

Elva Taylor moved that, in order to be nominated for the CBTF Coaches Rep position one must:

1. Be a current member of the CBTF Technical Association
2. Be 18 years of age or older
3. Have a minimum of Level 2 Coaching Certification

Elva Taylor moved that, in order to be nominated for the CBTF Judges Rep position, one must:

1. Be a member of the CBTF Technical Association
2. Be a Judge for more than 3 years with certification in at least 3 modules

1. Be a member in good standing of the Technical Association for a minimum of three years.
2. Be 18 years old or older

Karen Gratton moved that the proposed by-law amendment regarding the adoption of a process to alternate the elections for the National Executive positions be accepted as presented.

Loranne Meek moved that the following statement be added to CBTF By-law Article E, Section 3 Election and Appointment as follows:

3.5 The aforementioned Officers shall be elected using an alternating-year process as follows:
Odd-numbered years - President, 2nd Vice President, Secretary
Even-numbered years - 1st Vice President, Treasurer, Technical Chair

Michelle Bretherick moved that the Nominations Committee for the 2008 Elections be Bonnie Brinker (Chair) and Lisa Wilde.

INTENT: To follow the procedures as outlined in the Policy Manual

Lisa Wilde moved that the elections for the following positions be held on the odd-numbered years beginning at the 2008 AGM:

Judges Rep, Coaches Rep, Athletes Rep, Group Rep, Skills Development Program Rep and Sanction Officer

CLARIFICATION: The Reps who are elected at the 2008 AGM will have a one-year term.

Karen Gratton moved that the time line as outlined in the CBTF Policy Manual, Section X, "CBTF National Elections" that pertains to nomination procedures for all elected positions be waived for the 2008 CBTF National Elections. Furthermore the Nomination Committee, as per "Duties of Nomination Committee, Section A, #10", shall provide a written listing of all persons nominated to stand for any elected position (except Judges Rep, Coaches Rep and Athletes Rep results which will be announced during the AGM) to the CBTF Secretary on or before May 20, 2008 to allow for adequate time to prepare the 2008 AGM Agenda.

CLARIFICATION: The revised deadlines regarding nominations shall be as follows:
- Last day to nominate is April 30, 2008
- Last day for those who are nominated to indicate acceptance of the nomination is May 15, 2008

Karen Gratton moved to revise the nomination and election procedures for Judges Rep, Coaches Rep and Athletes Rep as outlined in the CBTF Policy Manual, Sections B & C to add that nomination forms sent out by the Nomination Committee and ballot returned by the voters may be mailed, faxed or E-mailed.

Note: With regards to emailed votes, the Nomination Committee shall email a confirmation of receipt to the sender immediately upon receipt of the sender's vote.

Sandi Watt moved to extend the 30 day transfer of office for the position of President to "on or about" August 18, 2008.

Reason: The President will be at Worlds when the term ends.

Gail Ashcroft moved that CBTF allow nominations and voting for Athletes' Representative, Coaches' Representative, and Judges' Representative, to take place online using the CBTF website.

Effective Date: July 10, 2010
